SANTA CLARITA TO THE SANTA CLARITA
REDEVELOPMENT AGENCY

RECOMMENDED ACTION
City Council direct staff to execute a grant deed to transfer title of property from the City of
Santa Clarita to the Redevelopment Agency.
BACKGROUND
On August 26, 2005 the City of Santa Clarita purchased the property at 24158 San Fernando
Road in Newhall formerly known as Moore's Sandwich Shop. A copy of the fully executed
Grant Deed transferring the property to the City of Santa Clarita is attached as Exhibit A. This
acquisition is in compliance with the City of Santa Clarita General Plan.
Upon further investigation, it has been determined that it would be beneficial to transfer the
property to the Redevelopment Agency for the following reasons:
1. An advantage of acquisition of real property by the Agency stems from its broad discretion to
aquire real property in furtherance of the goal of mitigating blight in the redevelopment area, per
California Health and Safety Code 33035-33037.
2. The Agency has the power to transfer private property to another private person for the
purpose of redevelopment and the elimination of blight, per Kelo v. City of New London (2005)
125 S. Ct. 2655, 2661.
APPROVED
3. The agency has broad discretion to sell or lease property for purposes of redevelopment that
conform with the redevelopment plan, per California Health and Safety Code 33430
ALTERNATIVE ACTIONS
City Council may choose to retain the property as currently held.
FISCAL IMPACT
There is no fiscal impact.

All that certain real property situated in the County of Los Angeles, State of
California, described as follows:
That portion of Block 42 of the Town of Newhall, in the County of Los Angeles,
State of California, as per map recorded in Book 53, Pages 21 and 22 of
Miscellaneous Records, in the Office of the County Recorder of said County,
described as follows:
Beginning at the intersection of the Southeasterly line of Fifth Street with the
Southwesterly line of the 20 foot alley in said Block 42 of said intersection is
shown on the Map of said Tract; thence along the Southwesterly line of said
alley, South 320 35' East 80.00 feet; thence Southwesterly along a direct line to
a point the Northeasterly line of San Fernando Road, as described in the Deed to
the County of Los Angeles, recorded in Book 2575, Page 73, of Official Records,
of said County Distant Southeasterly thereon 85.00 feet from the said
Southeasterly line of Fifth Street; thence Northwesterly along the said
Northeasterly line, being a curve concave Northeasterly having a radius of 570
feet, an arc distance of 85.00 feet td the said Southeasterly line; thence thereon
North 570 25' East 123.4 feet more or less, to the point of beginning.
Excepting therefrom any portion thereof included with the triangular strip of land

12.4% interest and Mariann C. Moore, as Guardian for Marina T. Moore, A Minor,
as to an undivided 43.8% interest and Nelson E. Moore, a Minor, as to a undivided
43.8% interest. Letters of Guardianship of the estate of said minors to Marina C..
Moore on May 23, 2004 by the Los Angeles County Superior Court in Case No. LP
010701, issued to the City of Santa Clarita, a political corporation and/or
government agency, is hereby accepted by the undersigned officer or agent on
behalf of the City Council of the city of Santa Clarita pursuant to authority
conferred by Resolution.No. 88-119, of the City Council of the city of Santa Clarita
adopted on August 25, 1988, and the grantee consents to the recordation thereof by
its duly authorized officer.
