SUBJECT: TRACT MAP NOS. 52414-04, 52414-05, 52414-06, AND 52414
(RESIDENTIAL PHASES OF GOLDEN VALLEY RANCH) -
APPROVAL OF FINAL MAPS AND ACCEPTANCE OF OFFERS
OF DEDICATION

RECOMMENDED ACTION
1. City Council approve Tract Map Nos. 52414-04, 52414-05, 52414-06, and 52414 (residential
phases of Golden Valley Ranch), subject to the conditions that:
(a) The Court grant a Motion by PacSun, LLC for an order that there has been
satisfaction of the Entry of Judgment Pursuant to Stipulated Settlement entered by the
Court on July 29, 2006, in the case of Golden Valley Ranch Task Force vs. City of
Santa Clarita, et al, Los Angeles Superior Court Case No. 269070;
(b) No stay of said order is granted in the event of an appeal to the Court of Appeal; and
(c) Receipt by the City of written notice from the City Attorney that there has been
compliance with conditions (a) and (b);
2. Accept on behalf of the public the offers of dedication for public use and road purposes for
public streets; the right to restrict direct vehicular ingress and egress to public streets; the
easements for covered storm drain, appurtenant structures, ingress and egress purposes; the
easements for flood control purposes; the easements for sanitary sewer and sanitary sewer
ingress and egress purposes; all sanitary sewers and appurtenant structures; the easements for
public use and trail purposes; the easements for sight distance purposes; the easements for
landscape maintenance purposes; and the right to prohibit the erection or construction of any
buildings or structures within lots designated as open space/recreation as shown on the maps;
3. 'Make findings as follows: (a) that this project is consistent with the provisions of
Sections 66474 and 66474.1 of the Subdivision Map Act and should be approved; and
(b) that this proposed subdivision, together with the provisions for this design and
improvement, is consistent with the General Plan required by Article 5 (commencing with
Section 65300) of Chapter 3 of Division 1 of the Government Code, or any specific plan
adopted pursuant to Article 8 (commencing with Section 65450) of Chapter 3 of Division 1
of the Government Code;

4. Instruct the City Treasurer to endorse the Special Assessment Certificate on the face of Tract
Map Nos. 52414-04, 52414-05, 52414-06, and 52414, which indicates that all special
assessments levied by the City have been paid;
5. Instruct the City Clerk to endorse the Certificate on the face of Tract Map Nos. 52414-04,
52414-05, 52414-06, and 52414, which embodies the approval of said maps and the
acceptance of the dedications shown thereon; and
6. Instruct the City Engineer to endorse the Agreement for Subdivision Improvements, which
provides for the manner in which various improvements described on Tract Map
Nos. 52414-04, 52414-05, 52414-06, and 52414, and pursuant to the conditions for the final
approval of said maps for which security has been posted, shall be constructed and
completed.
BACKGROUND
Tract Map Nos. 52414-04, 52414-05, 52414-06, and 52414 are residential phases of Tentative
Tract Map No. 52414 (Golden Valley Ranch.) The project is deemed to be in substantial
conformance with the principles and standards required by the Unified Development Code and
was approved by the City Council on January 24, 2002.
Tract Map No. 52414-04 consists of approximately 74.6 acres, is located south of Golden Valley
Road and west of Via Princessa; Tract Map No. 52414-05 consists of approximately 20.8 acres,
is located southwest of Marsha McLean Parkway and southeast of Via Princessa; Tract Map No.
52414-06 consists of approximately 38.5 acres, is located southwest of Marsha McLean Parkway
and southeast of Via Princessa; and Tract Map No. 52414 consists of approximately 21.0 acres,
is located north of Oak Crest Drive and southeast of Via Princessa. The property contained by all
the tracts is owned by PacSun, LLC, a California Limited Liability Company.
Tract Map No. 52414-04 is creating 122 lots (112 single-family lots and 10 open spacetrecreation
lots.) Tract Map No. 52414-05 is creating 2 lots (1 residential condominium lot containing 95
air -space units and 1 open space/recreation lot.) Tract Map No. 52414-06 is creating 137 lots
(133 single-family lots and 4 open space/recreation lots.) Tract Map No. 52414 is creating 70
lots (67 single-family lots and 3 open space/recreation lots.)
Water rights have been secured for all lots. Trail requirements are being met by the construction
of a public paseo along Via Princessa and Oak Crest Drive. Bridge and Thoroughfare (B&T) and
Quimby fees will be paid prior to final map recordation, as stipulated in the Conditions of
Approval. The applicant dedicated. the natural open space of approximately 920 acres
surrounding the development to the City, meeting the Parks Division requirements.
The conditions set by the City Council have been met and fees have been paid as indicated on the
attached Fact Sheets. The maps have been checked to the satisfaction of the City Engineer and
are ready for City Council approval and acceptance of the dedications.
ALTERNATIVE ACTIONS
Staff has not identified any alternative actions that would conform to requirements set forth in the
Subdivision Map Act.
FISCAL IMPACT
The public streets shown on all maps will be dedicated to the City. The maintenance of these
streets will have minimal impact on the City's street maintenance budget.
The developer is contributing the following amounts for the purposes described (refer to the
attached Fact Sheets for details):

Streets: This map is creating nine (9) new public streets (Big Cedar Drive, Royal Pine
Lane, Aspen Falls Drive, Alder Crest Court, Via Princessa, Chestnut Glen
Court, Cypress Bluff Drive, Cherry Ridge Drive, and Oak Crest Drive)
B&T Fees: Fees totaling $1,778,560.00 (per current Eastside B&T District fees) for 112
single-family residences will be paid prior to final map recordation, as
stipulated in the Conditions of Approval.
Transit Fees: The developer shall pay the Transit Mitigation Fee in place at the time of
building permit issuance, as stipulated in the Conditions of Approval.
Quimby Fees: Quimby fees totaling $1,501,356.00 will be paid prior to final map
recordation, as stipulated in the Conditions of Approval.
School Fees: All appropriate school fees will be paid at the time of building permit
issuance, as stipulated in the Conditions of Approval.
