SUBJECT: TRACT MAP NO. 52414-01 (COMMERCIAL PHASE OF
GOLDEN VALLEY RANCH) - APPROVAL OF FINAL MAP AND
ACCEPTANCE OF OFFERS OF DEDICATION
DEPARTMENT: Public Works
1. City Council approve Tract Map No. 52414-01 (commercial phase of Golden Valley Ranch),
subject to the conditions that:
(a) The Court grant a Motion by PacSun, LLC for an order that there has been
satisfaction of the Entry of, Judgment Pursuant to Stipulated Settlement entered by the
Court on July 29, 2006, in the case of Golden Valley Ranch Task Force vs. City of
Santa Clarita, et al, Los Angeles Superior Court Case No. 269070;
(b) No stay of said order is granted in the event of an appeal to the Court of Appeal; and
(c) Receipt by the City of written notice from the City Attorney that there has been
compliance with conditions (a) and (b);
2. Accept on behalf of the public the offers of dedication for public use and road purposes for
public streets; the right to restrict direct vehicular ingress and egress to public streets; the
easements for covered storm drain, appurtenant structures, ingress and egress purposes; the
easements for sanitary sewer and sanitary sewer ingress and egress purposes; all sanitary
sewers and appurtenant structures; and the right to prohibit the erection or construction of any
buildings or structures within lots designated as open space/recreation as shown on the map;
3. Make findings 'as follows: (a) that this project is consistent with the provisions of
Sections 66474 and 66474.1 of the Subdivision Map Act and should be approved; and
(b) that this proposed subdivision, together with the provisions for this design and
improvement, is consistent with the General Plan required by Article 5 (commencing with
Section 65300) of Chapter 3 of Division 1 of the Government Code, or any specific plan
adopted pursuant to Article 8 (commencing with Section 65450) of Chapter 3 of Division 1
of the Government Code;
4. Instruct the City Treasurer to endorse the Special Assessment Certificate on the face of Tract
Map No. 52414-01, which indicates that all special assessments levied by the City have been
paid;
5. Instruct the City Clerk to endorse the Certificate on the face of Tract Map No. 52414-01,
which embodies the approval of said maps and the acceptance of the dedications shown
thereon; and
6. Instruct the City Engineer to endorse the Agreement for Subdivision Improvements, which
provides for the manner in which various improvements described on Tract Map No.
52414-01, and pursuant to the conditions for the final approval of said maps for which
security has been posted, shall be constructed and completed.
BACKGROUND
Tract Map No. 52414-01 is the commercial phase of Tentative Tract Map No. 52414 (Golden
Valley Ranch). The project is deemed to be in substantial conformance with the principles and
standards required by the Unified Development Code and was approved by the City Council on
January 24, 2002. Tract Map No. 52414-01 consists of approximately 95.7 acres, is located north
of Golden Valley Road at Lost Canyon Road. The property is owned by PacSun, LLC, a
California Limited Liability Company.
Tract Map No. 52414-01 is creating 5 lots (2 commercial lots and 3 open space/recreation lots.)
Water rights have been secured for all lots. Trail requirements are being met by the construction
of a Class I bike trail on Golden Valley Road. Bridge and Thoroughfare (B&T) fees in the
amount of $7,599,374.00 shall be paid prior to issuance of the building permit, as stipulated in
the Conditions of Approval for Tentative Parcel Map No. 60337. No Quimby Fee is required for
this commercial development. The applicant dedicated the natural open space of approximately
920 acres surrounding the development to the City, meeting the Parks Division requirements.
The conditions set by the City Council have been met and fees have been paid as indicated on the
attached Fact Sheet. The map has been checked to the satisfaction of the City Engineer and is
ready for City Council approval and acceptance of the dedications.
ALTERNATIVE ACTIONS
Staff has not identified any alternative actions that would conform to the requirements set forth in
the Subdivision Map Act.
FISCAL IMPACT
The public streets shown on the map will be dedicated to the City. The maintenance of these
streets will have minimal impact on the City's street maintenance budget.
The developer is contributing the following amounts for the purposes described (refer to the
attached Fact Sheets for details):
