HomeMy WebLinkAbout2006-01-24 - AGENDA REPORTS - TM 61811-01 FM ACCEPT (2)CONSENT CALENDAR Agenda Item: CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: DATE: January 24, 2006 SUBJECT: TRACT MAP NO. 61811-01 (CONDOMINIUMS, MILESTONE AT GOLDEN VALLEY) - APPROVAL OF FINAL MAP AND ACCEPTANCE OF OFFERS OF DEDICATION DEPARTMENT: Public Works RECOMMENDED ACTION 1) City Council approve Tract Map No. 61811-01 (Condominiums, Milestone at Golden Valley); 2) Accept on behalf of the public the offers of dedication of public use, the right to restrict direct vehicular ingress and egress to Golden Valley Road and Robert C. Lee Parkway; the easements for sanitary sewers and sanitary sewer ingress and egress purposes; all sanitary sewers and appurtenant structures; 3) Make findings as follows: (a) that this project is consistent with the provisions of Sections 66474 and 66474.1 of the Subdivision Map Act and should be approved, and (b) that this proposed subdivision, together with the provisions for this design and improvement, is consistent with the General Plan required by Article 5 (commencing with Section 65300) of Chapter 3 of Division 1 of the Government Code, or any specific plan adopted pursuant to Article 8 (commencing with Section 65450) of Chapter 3 of Division 1 of the Government Code; 4) Instruct the City Treasurer to endorse the Special Assessment Certificate on the face of Tract Map No. 61811-01, which indicates that all special assessments levied by the City have been paid; 5) Instruct the City Clerk to endorse the Certificate on the face of Tract Map No. 61811-01, which embodies the approval of said map and the acceptance of the dedications shown thereon; and 6) Instruct the City Engineer to endorse the Agreement for Subdivision Improvements, which provides for the manner in which various improvements described on Tract Map No. 61811-01, and pursuant to the conditions for the final approval of said map for which security has been posted, shall be constructed and completed. .PrP' i ED BACKGROUND Tract Map No. 61811-01 (Condominiums, Milestone at Golden Valley) is phase one of three of Substantial Conformance Map Tract Map No. 61811, which was deemed to be in substantial conformance with the principles and standards required by the Unified Development Code and approved by the City Council on March 23, 2004. The map consist of approximately 10.37 acres, is located at the intersection of Golden Valley Road and Robert C. Lee Parkway and is owned by Centex Homes. This map is a subdivision of a portion of the south one-half of section 30, and is creating one lot with 66 detached residential condominium units. Water rights have been secured for the lot. The Quimby requirement has been satisfied for this phase by the payment of $737,273.00. Bridge and Thoroughfare (B&T) fees totaling $821,568.00 (per current Eastside B&T District fees) have been fully satisfied, as stipulated in the Conditions of Approval. The conditions set by the Planning Division staff have been met and fees have been paid as indicated on the attached Fact Sheet. The map has been checked to the satisfaction of the City Engineer and is ready for City Council approval and acceptance of the dedications. ALTERNATIVE ACTIONS Staff has not identified any alternative actions that would conform to requirements set forth in the Subdivision Map Act. FISCAL IMPACT The developer is contributing the following amounts for the purposes described (refer to the attached Fact Sheet for details): Bridge and Thoroughfare Fees: $821,568.00 (Eastside District Account No. 302-6193) Transit Mitigation Fee: $13,200.00 Quimby Fee: $737,273.00 ATTACHMENTS Fact Sheet Vicinity Map FACTSHEET Location: A portion of the south one-half of section 30, located at the intersection of Golden Valley Road and Robert C. B&T Fee: The project is located in the Eastside Bridge and Thoroughfare (B&T) District. B&T fees totaling $821,568.00 have been fully satisfied, as stipulated in the Conditions of Approval. Transit Fee: Transit impact fees totaling $13,200.00 have been fully satisfied. Quimby Fee: Quimby fees totaling $737,273.00 have been fully satisfied. School Fee: All appropriate school fees will be paid at the time of building permit issuance.
