F0003 - PROJECT ACCEPTANCE Public Works RECOMMENDED ACTION City Council accept the completion of the construction performed by Clean Energy Fuels Corporation on the Design -Build phase of their contract for the Compressed Natural Gas Fueling Station, Project No. F0003; direct the City Clerk to file the attached Notice of Completion; and direct staff to release the 2.5 percent retention 35 days after the Notice of Completion is recorded, or after 60 days of successful operation of the facility as determined by the City Engineer. BACKGROUND On January 13, 2004, the City Council awarded Clean Energy Fuels Corporation the design -build, operation, and maintenance contract for the compressed natural gas (CNG) fueling station at the Santa Clarita Transit Maintenance Facility, Project No. F0003. Two CNG fueling stations were built at the Transit Maintenance Facility (TMF) based on growth projections over the next 20 years. One station fuels and maintains the City's growing CNG transit fleet, and the second station is situated along the Alta Vista Drive right-of-way serving the public. The construction was substantially completed on time and to the satisfaction of the City Engineer on September 1, 2005. Additionally, the Citys Transit System has now successfully fueled and operated its CNG fleet for 60 consecutive days, as contractually required prior to project acceptance. The ten-year operation and maintenance period began once the CNG stations were substantially completed and will continue per contract until September 1, 2015. The total cost of the design build phase of the project was within budget amounting to $3,698,817.69. The City received a MSRC grant from the Air Quality Management District amounting to $843,115.00, and used Proposition A and Proposition C local funding to pay for the balance of the cost. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT The total cost for the design -build of the natural gas fueling station project was $3,698,817.69. Expenditures were adequately provided for within the Transit Maintenance Facility budget. Account Nos. F0003205-8001, F0003206-8001, and F0003453-8001 were used to track all expenditures for the fueling station. ATTACHMENTS Notice of Completion
