HomeMy WebLinkAbout2006-10-10 - AGENDA REPORTS - TODD LONGSHORE PARK PROJ P3002 (2)Agenda Item: (4 CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: Item to be presented by: DATE: October 10, 2006 SUBJECT: TODD LONGSHORE PARK PROJECT NUMBER P3002 - APPROVE THE PLANS AND SPECIFICATIONS, AWARD CONSTRUCTION CONTRACT, AND AUTHORIZE THE GRANTING OF A WATER UTILITY EASEMENT DEPARTMENT: Parks, Recreation, and Community Services RECOMMENDED ACTION City Council approve the plans and specifications for Todd Longshore Park, Project Number P3002, and award the construction contract to Pima Corporation, Inc., in the amount of $4,445,342.45 and authorize a 10% contingency in the amount of $ 444,534.00. 2. Authorize entering into a contract with DMR Team for construction inspection services in an amount not to exceed $109,500. Authorize the expenditure of $126,000 to Castaic Lake Water Agency for water connection fees. 4. Grant a utility easement, consent, and the transfer of appropriate property rights as required for water utility services to Castaic Lake Water Agency. 5. Approve an appropriation of $174,000 from the SC Lighting District fund balance to Todd Longshore Park P3002356-8001, and appropriate $1,977,296 from the Park Improvement (Quimby) fund balance to Todd Longshore Park P3002450-8001. 6. Authorize the City Manager, or designee, to execute all documents, subject to City Attorney approval. BACKGROUND On September 12, 2006, the City Council approved renaming of the Whites Canyon Park to the Todd Longshore Park. off$IVED In May 2005, the City Council authorized the design of the Todd Longshore Park. The plans and specifications have been developed in accordance with the master plan approved by City Council in February 2004. A Conditional Use Permit and Mitigated Negative Declaration were approved by the City of Santa Clarita Planning Commission on May 16, 2006. As part of the 2006-07 budget process, the City Council authorized $3,018,000 for the construction and inspection of this park project. The 32 -acre park site will include improvements to five acres with the remainder of the site left as natural open space. The improvements include: a restroom building, two acres of turf grass, a 19 -space parking lot, tot lot area, overlooks, hiking trails, and large shade trees. The project also includes significant improvements to the existing medians, roadway, and traffic signals on Whites Canyon at Canyon Crest for the new park entry: The construction of this new park necessitates the installation of new water lines and meters on the park site. An access easement is required to facilitate the water company's ability to provide maintenance of the water line, fire hydrant, and meters that serve the park. The bids submitted for this project were significantly above the original engineer's estimate of $3,000,000. A detailed review of each line item indicates that costs have escalated across the board in recent months. Line items showing the greatest increase over the engineer's estimate are those involving street improvements, grading, concrete, and landscape planting. In order to award the contract and provide a 10% contingency, an additional $2,151,296 in funding has been identified by staff. Parks staff researched several consultant firms which provide construction services. Based on their knowledge and experience, staff is recommending DMR Team to provide daily construction inspection and quality control during construction of the Todd Longshore Park. The park site is located near the intersection of Canyon Crest Drive and Whites Canyon at 28151 Whites Canyon Road. On August 31, 2006, the following bids were received by Purchasing: Contractor Pima Corporation, Los Angeles, CA Los Angeles Engineering Inc., Rosemead, CA Icon West Inc., Los Angeles, CA Mendez Concrete, Inc. Santa Paula, CA Griffith Company, Santa Fe Springs, CA ALTERNATIVE ACTIONS Other action as approved by City Council.
