E1001 AND E1002 — AWARD CONSTRUCTION AND PROJECT MANAGEMENT CONTRACT DEPARTMENT: Public Works RECOMMENDED ACTION City Council approve the plans and specifications for Trail Repairs along the Santa Clara River and San Francisquito Creek, Project Nos. E1001 and E1002; award the construction contract to Reyes Construction Inc. in the amount of $1,474,149.00, and authorize a 15 percent contingency in the amount of $221,122.35 for a total construction cost of $1,695,271.35; authorize a contract with MNS Engineers, Inc. for project management costs in the amount of $120,000.00; appropriate $857,575.17 to Account No. E1002001; appropriate $218,719.57 to Account No. El 001001; increase revenue Account No. 001-5250 in the amount of $1,823,033.03; increase revenue Account No. 001-6714 in the amount of $120,000.00; and authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND During the January and February storms of 2005, the City responded to numerous flood -related emergencies involving private and public properties, in addition to the routine storm responses. The City's responses involved removing sediment and debris from under the Lost Canyon Creek Bridge and along Newhall Creek. Citywide protective measures were taken, including debris removal along Newhall Creek by the Polynesian Mobile Home Park, and the demolition of two homes on Fairgate Avenue. At Central Park, the City responded to a disruption of service due to a damaged water line by installing a temporary line. Additionally, two segments of unprotected Class I bike trails collapsed along the Santa Clara River and San Francisquito Creek. Approximately 500 feet of bike and equestrian trail will be reconstructed at the South Fork Trail, west of McBean Parkway and north of Magic Mountain Parkway. About 400 feet of bike trail will be reconstructed along the San Francisquito Creek Trail between Decoro Drive and Copper Hill Drive. ' I � This contract is for the reconstruction of the trails and stabilization of the stream banks that were eroded. The soil cement bank protection along the Santa Clara River performed adequately. However, scouring occurred along the trail path, which was constructed at the edge of the protected boundaries of the soil cement lining. The damaged trail segment along San Francisquito Creek did not have any embankment protection. Soil cement bank protection was constructed along San Francisquito Creek, north and south of the damaged trail, as part of the East Creek Development. Due to environmental concerns, soil cement bank protection was not constructed along this portion of damaged trail. The recommended stream bank and bike path restoration repair scheme at both sites is to place a sufficient amount of clean fill material to restore the stream bank and base for the bike path, and armor this restored slope with Rock Slope Protection. The rock will extend down the restored slope to a depth beneath the river bottom to protect against scouring during high flow rates. The recommended repairs have been accepted by the California Department of Fish and Game, the U.S. Army Corps of Engineers, and the Los Angeles Regional Water Quality Control Board. The City issued a Notice Inviting Bids on May 14, 2006. On June 14, 2006, the City's Purchasing Division received the following bids for the Trail Repair projects along the Santa Clara River and San Francisquito Creek: Comp anv Location Bid Amount Reyes Construction Inc. Pomona, CA $1,474,149.00 Calex Engineering Company Newhall, CA $1,749,820.00 Staff recommends awarding the construction contract to the lowest responsive bidder, Reyes Construction, Inc. Reyes Construction Inc. possesses a State Contractor's License and is in good standing with the State Contractor's License Board. Construction is scheduled to begin in July, and is anticipated to be completed within 35 working days after the effective date of the Notice to Proceed. Due to staff shortage and in order to obtain funding approvals and manage the construction of these projects, staff hired a project engineer through MNS Engineers, Inc. Staff is requesting the approval of a contract in the amount of $120,000.00 for MNS Engineers, Inc. This contract will provide for project management services for this work and for the management of various capital projects. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT The total cost for construction, inspection, material testing, environmental permits, etc. is estimated at $1,943,033.03 for both projects. Funds in the amount of $866,738.92 are currently available in Account Nos. E1001001-8001 and E1002001-8001. One hundred percent of the construction cost will be federally funded by FEMA and OES, currently estimated at $1,474,149.00, which will be reimbursed to the General Fund account.
