TRANSFER OF SURPLUS BUSES TO CITY OF LOS ANGELES

RECOMMENDED ACTION
City Council authorize the City Manager to transfer two (2) surplus commuter buses to the City
of Los Angeles.
BACKGROUND
In 2004, Santa Clarita Transit replaced its original commuter bus fleet, which began service in
January 1992 with new buses. Currently, two of the original buses are being maintained for
contingencies. However, since the new fleet is fully operational, these contingency buses are
considered surplus, are no longer necessary to maintain excellent commuter service, and
therefore can be retired.
The City of Los Angeles Department of Transportation (LADOT), which operates a Commuter
Express service, has requested that the City of Santa Clarita donate its two retired buses to their
agency. LADOT plans to refurbish these buses in order to expand its existing fleet.
Given that Santa Clarita Transit buses are federally funded, in accordance with the Federal
Transit Administration (FTA) regulations, Santa Clarita Transit can retire a bus that has reached
a life of 12 years or 500,000 miles.
Furthermore, in accordance with the FTA disposition guidelines contained in Circular 50103C
2.c.(2)(f), federally funded buses may be transferred to another FTA eligible project, such as
LADOT. The FTA has provided Santa Clarita Transit with written approval to allow the
recommended action.
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT
Santa Clarita Transit will confer approximately $18,000 in Federal Transit Administration asset
to the City of Los Angeles Department of Transportation. There is no fiscal impact to the general
fund, as no general funds will be used to conduct this transaction.
