SUBJECT: JOINT USE AGREEMENT (JUA) BETWEEN THE CITY OF
SANTA CLARITA AND THE WILLIAM S. HART UNION HIGH
SCHOOL DISTRICT FOR COMMUNITY RECREATION
FACILITIES

RECOMMENDED ACTION
City Council approve the updated Joint Use Agreement (JUA) between the City of Santa Clarita
and the William S. Hart Union High School District for Community Recreation Facilities and
authorize the City Manager, or designee, to execute the JUA.
BACKGROUND
The City of Santa Clarita (City) and the William S. Hart Union High School District (Hart
District) have found that it will be in the public interest, both economically and practically, to
cooperate with regard to the recreational use of the Hart District and City -owned community
recreation facilities, and therefore desire to update the existing JUA pursuant to the provisions of
Chapter 10 of the California Education Code, Section 10900.
Chapter 10 of the Education Code, Section 10900, authorizes and empowers cities and school
districts to cooperate with each other in organizing, promoting, and conducting joint recreational
and educational programs that cultivate the development of good citizenship.
Given that the City and the Hart District have common interests in providing school and
community instructional/recreational facilities and both offer programs for students of the Hart
District and City residents, a JUA between the City and the Hart District is advantageous to both
parties and the community in providing adequate programs of community recreation that
contribute to the attainment of general education and recreational objectives for children and
residents of the Santa Clarita Valley.
The original JUA was established on June 11, 1990. The updates to this JUA include the
addition of language that clarifies the use of facilities and amenities, the facility reservations
process, the use of City's Aquatic Center, pools and/or pool time, the utilization of respective
facilities prior to requesting use of each other's facilities, the use of gymnasiums and/or gym
time, and the use of other party's employees in the conduct of programs.
The Parks, Recreation, and Community Services Commission has reviewed and supports the
updated JUA between the City and the Hart District for community recreational facilities.
