A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARTTA, CALIFORNIA, APPROVING MASTER CASE NO. 05-384
(GENERAL PLAN AMENDMENT 05-010) TO REMOVE THE PARK DESIGNATION OF
THE PROJECT SITE FROM THE GENERAL PLAN PARKS AND RECREATION
ELEMENT; THE SUBJECT PARCEL IS LOCATED AT THE INTERSECTION OF
BRITTANY LANE AND LITTLE OAK LANE IN THE CITY OF SANTA CLARITA
THE CITY COUNCIL OF THE CITY OF SANTA CLARTTA DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. FINDINGS OF FACT. The City Council does hereby make the following
findings of fact:
a. On November 16, 2005, Master Case 05-384 was filed by the City of Santa
Clarita Department of Parks, Recreation and Community Services (the
"applicant") with the Department of Community Development requesting to
amend the General Plan Parks and Recreation Element to remove the park
designation of .25 acres of land known as Calgrove Park; and
b. The application was deemed complete on December 21, 2005; and
C. The site is located at the intersection of Brittany Lane and Little Oak Lane, in the
City of Santa Clarita. The parcel is described as Assessor Parcel Number
2825-010-929; and
d. The General Plan Parks and Recreation Element presently designates the project
site as a park site. The City's General Plan Land Use Element and zoning
designation of the site is RS (Residential Suburban; and
e. The site was created prior to the City of Santa Clarita incorporation. The site was
created in 1979 with Tract Map 33640. The park was not installed by the
applicant of the tract map, nor was it installed by the County of Los
Angeles. Upon incorporation of the City of Santa Clarita in 1987, the vacant site
was included in the City's General Plan Parks and Recreation Element as a future
park site, though the site does not meet the City of Santa Clarita requirements for
a neighborhood park site; and
f. The site is zoned RS, consistent with the zoning of the surrounding properties,
which is RS; and
g. The surrounding land uses consist of lots created by Tract Map 33640 and
developed with detached single family homes. The site is bound by Calgrove
Boulevard to the south and Brittany Lane to the north; and
h. Public participation and notification requirements pursuant to Sections 65090,
65391, and 65854 of the Government Code of the State of California were duly
followed; and
i. The Parks, Recreation and Community Services Commission held a duly noticed
public hearing on this issue commencing on January 6, 2005, at 6:00 p.m. at City
Hall, 23920 Valencia Boulevard, Santa Clarita. The Commission unanimously
approved staffs recommendation to transfer the deed from the Calgrove Park site
to Veteran's Historical Plaza which would allow for the subsequent sale of the
Calgrove Park site; and
j. The Planning Commission held a duly noticed public hearing on this issue
commencing on January 17, 2006, at 7:00 p.m. at City Hall, 23920 Valencia
Boulevard, Santa Clarita; and
k. At the hearing described above, the Planning Commission considered staff
presentations, staff reports, applicant presentations, public testimony on the
proposal, and the Notice of Exemption prepared for the project and denied draft
Resolution P06-03 recommending that the City Council approve Master
Case 05-384, a General Plan Amendment to the Parks and Recreation Element to
remove the park designation from a site located at Brittany Lane and Little Oak
Lane; and
1. A public hearing was duly noticed for the City Council meeting of May 9, 2006
which was held at 6:00 p.m. in the City Hall Council Chambers, 23920 Valencia
Boulevard, Santa Clarita, CA. During this meeting, the City Council received the
staff report and public testimony on the project; and
in. The application was heard before the City Council on May 9, 2006 and was
approved by the Council to allow for a General Plan Amendment to remove the
park designation from the project site located at Brittany Lane and Little Oak
Lane.
SECTION 2. CALIFORNIA ENVIRONMENTAL QUALITY ACT FINDINGS. Based
upon the Notice of Exemption prepared for the project, the City Council further finds and
determines as follows:
a. A Notice of Exemption for this project was prepared in compliance with the
California Environmental Quality Act (CEQA); and

b. This project is exempt under the California Environmental Quality Act Article 19
(Categorical Exemptions) Section 15312 Class 12 consists of sales of surplus
government property. The use of the property has not changed since the time of
the dedication of the property to Los Angeles County and subsequent
incorporation by the City of Santa Clarita. Upon the removal of the park
designation from the project site, the land will be sold to a private party. The site
is currently designated RS (Residential Suburban) which is consistent with the
existing surrounding zoning. No development of the site or improvements will be
made as part of this application; and
C. The location of the documents and other material which constitutes the record of
proceedings upon which the decision of the City Council is the Master
Case 05-384 project file within the Community Development Department and is
in the custody of the Director of Community Development.
SECTION 3. GENERAL PLAN AMENDMENT FINDINGS. Based upon the
foregoing facts and findings, the City Council hereby find as follows:
a. The proposed General Plan Amendment is consistent with the objectives of this
Development Code, the General Plan, and development policies of the City and
forward a recommendation of approval to amend the General Plan Parks and
Recreation Element (Exhibit "A", Exhibit `B", Exhibit "C") to remove the park
designation from the Calgrove Park site because the site does not meet the City's
neighborhood park criteria.
The proposed project is consistent with the goals and policies outlined in the City
of Santa Clarita General Plan. The site does not meet the minimum requirements
of the Neighborhood Parks General Standards, as listed in the Parks and
Recreation Element of the City's General Plan. Because the site does not meet the
City's Neighborhood Parks General Standards, the City Council declared the site
surplus and transferred the deed restriction of the site to another site that has been
developed in the City as a Park, known as Veterans Memorial Plaza. This transfer
ensured there was not a loss of parkland in the City of Santa Clarita. Veterans
Memorial Plaza meets the City's Park General Standards for a special use park,
including accessibility, safety and size.
The project is consistent with Goal 6 of the Parks and Recreation Element of the
General Plan. This goal seeks to "Develop and implement the design criteria for
park areas described in the parks and recreation element which consider park
access, safety, appropriate signage, parking requirements, and the preservation of
natural features". The Calgrove Park site is .25 acres in size, which does not meet
the minimum neighborhood park size requirements of five to ten acres. The City's
Parks, Recreation and Community Services Department cannot install a

park at this site due to its size and the cost of installation and maintenance of a
park at this site. There are neighborhood and community parks within a
three-mile radius of the Calgrove Park site that will adequately serve the area.
NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as
follows:
SECTION 4. Based upon the testimony and other evidence, if any, received at the public
hearing, and upon studies and investigations made by the City Council and on its behalf, the
Council further finds and determines that this proposal is consistent with the City's General Plan,
as amended, including the land use designation for the project site of Residential Suburban.
SECTION 5. The City Council does hereby approve the following entitlement requested
under Master Case 05-384; General Plan Amendment 05-010 (Amending the Parks and
Recreation Element Exhibits "A, B and C" Attached).
SECTION 6. The City Clerk shall certify to the adoption of this Resolution and certify
this record to be a full, complete, and correct copy of the action taken.
