A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARITA, CALIFORNIA, TO SUPPORT THE VALENCIA WATER
COMPANY GROUNDWATER SOFTENING DEMONSTRATION PROJECT
WHEREAS, the 1972 amendments to the Federal Water Pollution Control Act (referred
to as the Clean Water Act or "CWA"), 33 U.S.C. §§ 1251-1387, prohibit the discharge of any
Pollutant to waters of the United States from a point source unless the discharge is authorized by
a permit issued pursuant to the National Pollutant Discharge Elimination System ("NPDES")
required by CWA § 402, 33 U.S.C. § 1342; and
WHEREAS, Section 402(p) of the CWA further provides that NPDES permits shall
require controls to reduce the discharge of Pollutants to the maximum extent practicable,
including management practices and such other provisions as may be appropriate for the control
of Pollutants; and
WHEREAS, this City has authority under Article 11, Section 7 of the California
Constitution to adopt ordinances and resolutions needed to implement these requirements; and
.� WHEREAS, reaches 5 and 6 of the Santa Clara River which are located upstream of the
Blue Cut gauging station, west of the Los Angeles -Ventura County line between the cities of
Fillmore and Santa Clarita appear on the EPA 303d list of impaired ,vaterbodies for chloride; and
WHEREAS, the State legislature has found and declared that pollution prevention should
be the first step in a hierarchy for reducing pollution and to achieve environmental stewardship;
and
WHEREAS, the Los Angeles County Sanitation Districts have implemented a ban on the
installation of any new salt -based automatic water softener that discharges into the Santa Clarita
community sewer system which became effective in March 2003; and
WHEREAS, this City has supported the ban on automatic water softeners and has worked
in conjunction with the Los Angeles County Sanitation Districts on the public education effort to
encourage owners of "grandfathered" units to stop using these systems; and
WHEREAS, the Valencia Water Company is seeking to improve the quality of water
delivered to consumers by proposing a demonstration project that will utilize an innovative water
treatment technology to soften groundwater delivered to a small residential neighborhood; and
WHEREAS, softening (removing the calcium content) the potable water source could
lessen or eliminate residents' apparent need for water softeners in their homes.
NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as
follows:
SECTION 1. The City Council generally supports the concepts of the Valencia Water
Company Groundwater Softening Demonstration Project.
SECTION 2. The Mayor is authorized to send a letter of support to the Public Utilities
Commission (PUC) for the Valencia Water Company Groundwater Softening Demonstration
Project.
SECTION 3. The City Council will receive at a later, undetermined date a report of the
findings of the Valencia Water Company Groundwater Softening Demonstration Project.
SECTION 4. The City Clerk shall certify to the adoption of this Resolution.
