A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARITA, CALIFORNIA, SUPPORTING H.R. 5471,
REGARDING THE CEMEX MINING PROPOSAL
WHEREAS, the United States Department of the Interior's Bureau of Land Management
has issued two ten-year consecutive mineral estate leases to Cemex for purposes of mining sand
and gravel aggregate in the Santa Clarita Valley on surface estate owned by the citizens of Santa
Clarita through their municipal government; and
WHEREAS, the mine is anticipated to be approximately 78,000,000 tons gross, making it
one of the largest mining projects ever permitted through the Bureau of Land Management; and
WHEREAS, the Santa Clarita Valley is one of the most rapidly urbanizing areas of
California with a population currently estimated at 250,000; and
WHEREAS, sand and gravel mining has historically taken place in the Santa Clarita
Valley and specifically at the proposed site at levels approximately ten percent of the current
proposal; and
WHEREAS the proposed mining project will result in adding over 1200 truck trips per
day to local roads and the metropolitan Los Angeles regional freeway system; and
WHEREAS, the proposed mining project and related truck trips will add. dust and diesel
emissions to the air, contribute to traffic congestion, and degrade local quality of life; and
WHEREAS, Representative Howard P. "Buck" McKeon has introduced H.R. 5471 and
has written the bill in a manner which meets the needs of the community by limiting mining at
the site to community accepted historical levels of mining and the needs of Cemex by creating an
exchange of values whereby their investment is recognized and exchanged by the Department of
Interior for other federal lands of appropriate value; and
WHEREAS, H.R. 5471 follows established legislative precedent and is intended to
recognize the importance of local community input into decisions made by the federal
government; and
WHEREAS, the City of Santa Clarita, believes that H.R. 5471 is a fair compromise that
meets the needs of the residents of Santa Clarita and surrounding communities, Cemex, the
government of the State of California and the government of the United States.
NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as
follows:
SECTION 1. H.R. 5471 is an equitable proposal to all parties and in the best interests of
the residents of the City of Santa Clarita; and
SECTION 2. H.R. 5471 shall be supported by the City of Santa Clarita; and
SECTION 3. City of Santa Clarita resources shall be used to assist Representative
McKeon in obtaining support for HR. 5471 and seeking to secure passage of the bill; and
SECTION 4. Copies of this resolution shall be transmitted to Representative Howard
P. 'Buck" McKeon, Senator Barbara Boxer, Senator Dianne Feinstein, appropriate congressional
committees, and administration officials.
SECTION 5. The City Clerk shall certify to the adoption of this Resolution.
