A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARTTA, CALIFORNIA, ESTABLISHING A PERMIT FEE INCENTIVE
AS PART OF THE NEIGHBORHOOD REINVESTMENT PILOT PROGRAM
WHEREAS, during the October 4, 2005 Study Session, the City Council supported
implementation of a Neighborhood Reinvestment Pilot Program;
WHEREAS, the Neighborhood Reinvestment Pilot Program is a community driven,
proactive code compliance effort that will help address serious property maintenance, housing,
and health and safety issues;
WHEREAS, the Neighborhood Reinvestment Pilot Program was created to support a
sense of pride and care amongst property owners for their neighborhood and the City;
WHEREAS, areas designated as a Neighborhood Reinvestment Pilot area, as outlined in
attached Proactive Enforcement Area Maps 1 through 6, have been identified by the community
to have serious code compliance issues;
WHEREAS, the City desires to implement the Neighborhood Reinvestment Pilot
Program with care and provide necessary assistance to residential property owners that need to
address code compliance. issues that impact quality of life and the health and safety of a
neighborhood;
WHEREAS, the City has the authority under Government Code Section 53069.4 to
reduce or waive administrative fines for early compliance;
WHEREAS, providing the necessary assistance and incentives io residential properties
will facilitate and encourage compliance of serious health and safety issues.
NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as
follows:
SECTION 1: Permit Fee Incentive: For residential properties within the Neighborhood
Reinvestment Pilot Area identified in attached Proactive Enforcement Area Maps 1 through 6,
the City will authorize a 50 percent reimbursement on the total cost of development, building,
and subdivision permit fees.
SECTION 2: Criteria for Permit Fee Incentive: The discount outlined in Section 1 may
only be applied to residential properties that meet the following criteria:
A. Residential properties within the Neighborhood Reinvestment Pilot areas identified in
attached Proactive Enforcement Area Maps 1 through 6; and
B. Residential properties with code violations outlined in the Santa Clarita Municipal
Code (SCMC), specifically, Chapter 16 — Subdivision Code, Chapter 17 —
Development Code, and Chapter 18 through 21 — Building Code; and
C. Residential properties that address SCMC violations outlined in Section 2 (B) within
the first 60 -day notice period of the enforcement/compliance process and to the
satisfaction of the City Manager or designee.
SECTION 3: Implementation of Permit Fee Incentive: Residential properties that qualify
for the Permit Fee Incentive as established under Section 2 will be required to pay the full cost of
a permit and will only receive a fifty percent reimbursement of permit fees as established under
Section 1 if the following criteria are met:
A. Code violations must be resolved to the satisfaction of the City Manager or designee;
and
B. Code violations must be resolved within the first 60 day notice period of the
enforcement/compliance process.
