HomeMy WebLinkAbout2007-06-26 - AGENDA REPORTS - 2008 TOUR OF CA AGMT (2)Agenda Item: _ Iq CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: 4-.-A-0 Item to be presented by: Amelia Rietzel DATE: June 26, 2007 SUBJECT: AUTHORIZE ENTERING INTO AN AGREEMENT WITH AEG CYCLING, LLC TO HOST A STAGE OF THE 2008 TOUR OF CALIFORNIA DEPARTMENT: Parks, Recreation, and Community Services RECOMMENDED ACTION City Council authorize the City Manager, or designee if selected, to enter into an agreement with AEG Cycling, LLC to host a stage of the 2008 Tour of California. BACKGROUND The City of Santa Clarita hosted the finish of Stage 6 of the 2007 Tour of California. The event provided the City with regional, national, and international media exposure and drew an estimated 100,000 spectators to Santa Clarita to watch the event. The economic benefit from the event was significant as many of the spectators stayed in local hotels, ate in local restaurants, and shopped during their stay. An economic impact analysis of the 2007 event is pnderway. The cost to the City for the event was $150,000. The City raised $83,500 in cash and $77,500 of in-kind contributions to cover most of the costs for the event. Cities across the state compete to host a stage of the event. The City of Santa Clarita has submitted a proposal to host a stage of the 2008 Tour of California. If selected, the City will need to enter into an agreement with AEG Cycling, LLC, the owner of the Tour of California event, to accept designation as a Host Stage City. The requirements and costs for hosting the 2008 Tour are very similar to the 2007 event. For the 2008 event, there could be a cost increase of up to $50,000, should the Tour decide to stay in Santa Clarita over night. If the Tour does stay, the economic benefit to the City will increase as hundreds of team members, staff, and some spectators will spend money in local restaurants and shops. Upon entering into this agreement, the City accepts the following responsibilities, which are nearly identical to those from the Tour in 2007: • Provide local Public Works and Road Services for street closures and detours • Procure all required City permits for the event • Provide EMT/EMS Services for the general public on the day of the event • Provide resident and business notifications of the impact of the event in English and Spanish • Provide Port -o -Let services or public restrooms for the event • Provide waste management and trash removal services during and at the conclusion of the event • Support the Tour Lifestyle Festival through providing a location, acquiring permits, providing electricity and waste management, and parking for vendors • Provide hotel rooms and meals for Tour athletes and staff, along with auxiliary spaces and equipment for Finish operations • Provide parking for the teams, VIP, staff, and festival event vendors, plus a mechanics work area • Form a Local Organizing Committee to partner with AEG Cycling, LLC in production of the event • Provide volunteers to assist with race and event operations • Develop and implement a local and regional media and public relations campaign to publicize and promote the event, including the production of Ancillary Events prior to and immediately before and after the Tour • Work with local schools and community groups to promote the sport of cycling In addition to these activities, the City will implement an aggressive sponsorship campaign. The City's sponsorship activities for the 2007 event raised significant local contributions to the event. The cost for the 2008 event is estimated to be $200,000. The City will seek to underwrite most of this cost through an aggressive sponsorship campaign. Many of the local sponsors from 2007 have voiced a desire to be sponsors should the Tour return in 2008. It is anticipated that AEG will announce Host cities by the end of July. ALTERNATIVE ACTIONS None identified. FISCAL IMPACT The cost of the event is estimated to be $200,000. A portion of this cost will be underwritten by sponsorships. If selected to be a host stage, staff will come back at mid -year to appropriate the necessary fund for City Council approval.
