SUBJECT: 8TH STREET AND PARKVIEW DRIVE DRAINAGE
IMPROVEMENT, PROJECT NO. 52043 - APPROVE PLANS AND
SPECIFICATIONS AND AWARD CONSTRUCTION CONTRACT

RECOMMENDED ACTION
1. City Council approve the plans and specifications and award the construction contract for the
8th Street and Parkview Drive Drainage Improvement, Project No. S2043, to R.C. Becker
and Son, Inc. in the amount of $193,969.45, and authorize a 15 percent contingency in the
amount of $29,095.42.
2. Authorize $20,000.00 for construction management support for labor compliance and
materials testing and inspection services.
3. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
The 8th Street and Parkview Drive Drainage Improvement project will address the problem of
stagnant water along 8th Street and Parkview Drive in the Newhall area by improving drainage
within this residential intersection and replacing the existing damaged asphalt pavement.
The project includes the construction of the following improvements:
• Two gutters, one six-foot wide, the other four -foot wide
• Four -foot wide inverted shoulders
• Installation of storm drain pipe and catch basins
• Resurfacing of Parkview Drive
• Resurfacing of 8th Street from Cross Street to Parkview Drive
On May 29, 2007, the City's Purchasing Division received the following bids for the project:

The lowest responsive bid was submitted by R.C. Becker and Son, Inc. in the amount of
193,969.45. R.C. Becker & Son, Inc. possesses a state contractor's license and is in good
standing with the State Contractor's License Board.
Staff recommends that the project be awarded to R.C. Becker and Son, Inc., the lowest
responsive bidder.
ALTERNATIVE ACTIONS
Other action as directed by the City Council.
FISCAL IMPACT
Sufficient funds in the amount of $259,888.34 are currently available in Account
Nos. 52043001-8001 and 52043201-8001.
