SUBJECT: AUTHORIZATION OF UP TO $35,000 FOR PREPARATION OF
AN ANNEXATION BOUNDARY MAP, LEGAL DESCRIPTION
AND FISCAL IMPACT ANALYSIS AND LAFCO PROCESSING
FEES FOR ANNEXATION OF HASLEY HILLS, NORTH BLUFF,
LIVE OAK AND THE VALENCIA COMMERCE CENTER.

RECOMMENDED ACTION
Staff recommends that the City Council:
Authorize the City Manager, or designee, to initiate the annexation and approve and authorize the
transfer of $35,000 from the City Council Contingency Fund, Account No. 2250-7401, to the
Community Development's Annexation Services Account No. 3110-8003 for annexation of the
Hasley Hills, North Bluff, Live Oak and the Valencia Commerce Center to the City of Santa
Clarita.
BACKGROUND
The communities of Hasley Hills, Live Oak, North Bluff and the Valencia Commerce Center are
located at the northwest corner of Interstate 5 and Hwy 126. The existing city boundary is
located adjacent to the easterly portion of the proposed annexation area.
Over the past two years, the Castaic Annexation Support Team (CAST) in cooperation with
business owners in the Valencia Commerce Center have been collecting signatures in support of
annexation from residents in the Hasley Hills, North Bluff, Live Oak neighborhoods and business
owners within the Commerce Center.

On April 11, 2007 members of CAST submitted resident and business owner signatures to the
Community Development Department. During the May 22nd City Council meeting, members of
CAST and other community members requested that the Council take formal action to initiate
annexation of approximately 2,000 acres encompassing the neighborhoods, of Hasley Hills, Live
Oak and North Park and the Valencia Commerce Center, as shown in Attachment A.
ANALYSIS
The City's annexation initiation policy currently requires written request by 60% of residents
and/or property owners within a community seeking annexation. Signatures were submitted
from approximately 70% of the residents and property/business owners, exceeding the City's
policy.
In order to initiate this annexation, the following steps would need to occur:
1. Allocate sufficient funds as follows:
a. Prepare an annexation boundary map and legal description pursuant to State Board of
Equalization requirements; and
b. Prepare a fiscal impact analysis to analyze revenues and expenditures;
c. Payment of LAFCO application fees and State Board of Equalization fee; and
d. Public hearing/community meeting notification expenses.
2. Adopt a general plan amendment and prezone designation for the subject property,
consistent with existing development.
3. Prepare environmental documentation associated with the proposed sphere of influence
amendment, annexation, general plan and prezone. It is anticipated that a negative
declaration would be prepared in this regard.
4. Adopt a Resolution of Application pursuant to state law.
5. Prepare and submit LAFCO application materials.
The timeline for processing an annexation typically ranges between nine and twelve months.
Preparation of the pre-LAFCO application tasks (Items 1 through 4, above) will take
approximately five to six months to complete. Once completed, staff would bring the General
Plan Amendment, Prezone and Resolution of Application before the City Council for adoption.
Typical LAFCO processing then could take an additional six to nine months time to complete the
annexation.
Members of the West Ranch and Castaic Area Town Councils have expressed concern should the
City Council initiate annexation proceedings with LAFCO prior to completion of the
incorporation and annexation studies currently being prepared. The Town Council anticipates
that the studies will be available for committee review in five or six months. Staff does not
anticipate scheduling the Resolution of Application before the City Council before January,
2008; therefore, it should not conflict with timelines associated with the Town Council's efforts.
Fees associated with annexation of the subject property totals $35,000 and would be transferred
from the Council's Contingency Fund to Account No. 3110-8003 (Annexation Services).
ALTERNATIVE ACTIONS
1. Do not appropriate the funds that would provide for the Castaic Area Annexation and
related costs.
2. Other direction as determined by the City Council.
FISCAL IMPACT
Funds were not appropriated for this annexation in the FY 06/07 budget. It is estimated that the
following costs would be sufficient to pay for annexation planning services and related fees for
this request:

As of June 28, 2007 there was a balance of $788,000 available in the City Council Contingency
Fund Account No. 2250-7401. Approval of this request will leave a remaining balance of
$753,000 not withstanding any other appropriations from the City Council Contingency Fund.

As of last week, an overwhelming majority (92%) of Hasley Hills Homeowners
had signed a petition in favor of annexation of the Hasley Hills, Live Oak and
North Bluffs communities into the City of Santa Clarita.
With such tremendous support for annexation among Hasley Hills residents, the
HOA Board of Directors voted unanimously in favor, and by this letter
communicates firm support for annexation to the City Council for consideration
of this matter.
