HomeMy WebLinkAbout2007-11-27 - AGENDA REPORTS - BICYCLE TRANS GRANT (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT: Agenda Item: rl CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval Item to be presented by: November 27, 2007 V Andrew Yi RESOLUTION AUTHORIZING THE SUBMITTAL OF A GRANT PROPOSAL AND BICYCLE TRANSPORTATION ACCOUNT COMPLIANCE DOCUMENT FOR THE STATE OF CALIFORNIA BICYCLE TRANSPORTATION ACCOUNT Public Works "RECOMMENDED ACTION City Council adopt a resolution authorizing City staff to submit a grant proposal and to adopt the required Bicycle Transportation Account Compliance document to the State of California, applying for Bicycle Transportation Account grant funding. BACKGROUND The State of California Bicycle Transportation Account (BTA) provides state funds for city and county projects that improve safety and convenience for bicycle commuters. Competitive grants are awarded to eligible local agencies by the California Department of Transportation (Caltrans) on an annual basis. In Fiscal Year 2008-2009, $7.2 million is available statewide for projects. Projects cannot exceed $1.8 million in total cost, although the awards history shows that most projects are awarded approximately $200,000 to $500,000. The- City will become eligible to apply for BTA grant funding with adoption of the City's Bicycle Transportation, Account Compliance document. The BTA Compliance document focuses on bicycle -related projects and describes existing and proposed bicycle facilities. An adopted BTA Compliance Document is a requirement to apply for this program. Staff recommends an application requesting $141,724 be submitted ' for the Industrial Center Bike Lane Signing and Striping project. This project was selected due to its eligibility for the fund source, transportation benefits, connectivity, cost, safety, constructibility, and potential for multiple uses. The project proposes to re -stripe three existing industrial streets with both Class 11 Mop! � te, d, E on -street bike lanes and Class III on -street bike routes for the following streets in the Industrial Center: • Vanderbilt Way from Avenue Stanford to Newhall Ranch Road • Avenue Stanford from Vanderbilt Way to Avenue Scott • Avenue Scott from Rye Canyon Road, connecting to the existing bike lanes at Avenue Rockefeller No -additional right-of-way will be required for this project. ALTERNATIVE ACTIONS Other action as detennined. by the City Council. FISCAL IMPACT There is no fiscal impact at this time. The estimated total project cost is $157,472. If the application is awarded, the Bicycle Transportation Account will fund in Fiscal Year 2008-2009 a maximum of 90 percent of the project cost or $141,724. The City must provide a minimum of 10 percent local match funds or $15,747. It is unknown at this time if the project will be funded in full or in part by the BTA fund. ATTACHMENTS Resolution Project Area Map Bicycle Transportation Account Compliance Document available in the City Clerk's Reading File RESOLUTION NO. 07-_ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, AUTHORIZING THE SUBMITTAL OF A GRANT APPLICATION AND CITY BICYCLE TRANSPORTATION ACCOUNT COMPLIANCE DOCUMENT TO THE CALIFORNIA DEPARTMENT OF TRANSPORTATION BICYCLE TRANSPORTATION ACCOUNT WHEREAS, consistent with the California Bicycle Transportation Act, the Bicycle Transportation Account (BTA) provides for disbursement of funds from the State Transportation Funds for eligible claimants for the purpose of bicycle projects that improve safety and convenience for bicycle commuters; and WHEREAS, the California Department of Transportation Bicycle Facilities Unit administers the Bicycle Transportation Account; and WHEREAS, the California Department of Transportation has requested applications from eligible agencies for Fiscal Year 2008-2009; and WHEREAS, said procedures established by the California Department of Transportation Bicycle Facilities Unit require the applicants governing body to certify by resolution the authorization to make application to the program and certify the availability of the required 10 percent local match; and WHEREAS, the City of Santa Clarita will enter into an agreement with the State of California for the project. NOW, THEREFORE BE IT RESOLVED that. the City Council of the City of Santa Clarita does hereby resolve as follows: SECTION 1. Approves the filing of an Application for local assistance funds administered under the California Department of Transportation Bicycle Transportation Account for the project. SECTION 2. Certifies that the City of Santa Clarita has or will have sufficient funds to provide the required minimum 10 percent match for the grant. SECTION 3. Authorizes the City Manager and/or the Director of Public Works to execute and file the project application along with all necessary supporting documents with the California Department of Transportation for allocation of Bicycle Transportation Account funds for Fiscal Year 2008-2009. SECTION 4. That the Bicycle Transportation Account Compliance document meets the State of California Bicycle Transportation Account requirements to qualify for grant funding by focusing on the City's bicycle -related projects, and describes the existing and proposed bicycle f6cilities.
