BOUQUET CANYON ROAD BRIDGE WIDENING, PROJECT

RECOMMENDED ACTION
City Council accept the work performed by Banshee Construction on the Bouquet Canyon
Road Bridge Widening, Project No. S1035.
2. Direct the City Clerk to file the attached Notice of Completion.
3. Direct staff to release the retention 35 days after the Notice of Completion is recorded,
provided no stop notices have been filed, as provided by law.
4. Increase HBRR revenues to Account No. 453-5212 by $206,000.00, and appropriate this
amount to Account No. S1035453-8001. Appropriate $84,000.00 from Council Contingency
Account No. 2250-7401 to Account No. 51035001-8001.
5. Approve a project to plant and monitor 54 trees to satisfy the City's mitigation requirement by
the California Department of Fish and Game (CDFG); and award a contract to Aquatic
Consulting, Inc. for $30,000.00 to oversee the planting of the trees for mitigation and to
establish a 5 -year monitoring plan.
6. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
On April 5, 2004, the City received authorization from the California Department of
Transportation (Caltrans) to proceed with the call for bids and construction of the Bouquet
Canyon Road Bridge, which is a Highway Bridge Replacement and Rehabilitation (HBRR)
APPROVED
program bridge widening. The HBRR program will reimburse 80 percent of the bridge
construction and construction support costs to the City.
On June 22, 2004, the City Council awarded the construction contract to Banshee Construction
Company, Inc. in the amount of $5,335,769.00. The work consisted of widening the Bouquet
Canyon Road Bridge over the Santa Clara River from six lanes to eight lanes with a raised
median and a Class I Bike Lane on the east side of the bridge. The work also included other trail
improvements, such as extending a Class I Bike Trail from the north side of the river, west of the
bridge structure under the bridge, to the east side of the bridge, connecting to a future Class I
Trail on the east side of Bouquet Canyon Road.
On August 23, 2005, the City Council entered into a Memorandum of Understanding (MOL)
with the Mountains Recreation and Conservation Authority (MRCA), satisfying the City's
obligation to replace 2.27 acres of off-site riparian habitat required by the CDFG. Additionally,
the City is required by CDFG to plant 54 trees of on-site mitigation and to establish a 5 -year
monitoring plan.
Due to 2004's record breaking rainfall, the riverbed water table had risen to a high level, which
caused a major impact to the bridge construction schedule and cost of construction, requiring
substantial dewatering to complete the construction. Also, the City added to the project the
undergrounding of Edison transmission and distribution lines on the west side of the bridge.
The construction was completed on February 21, 2007, to the satisfaction of the City Engineer.
Total construction cost is $6,077,364.00.

FISCAL IMPACT
This action requests appropriation of additional funds for project expenditures in the amount of
$290,000.00 in the following accounts:
$206,000.00 of federal appropriations to Account No. 51035453-8001, and increase
estimated revenues in Account No. 453-5212; and
$84,000.00 Council Contingency Account No. 2250-7401 to Account No. S1035001-8001.
