City Council authorize the City Manager or designee to enter into a professional services contract between the City of Santa Clarita and RBF Consulting for the Bouquet Canyon Sewer Area Study and Model in the amount of $125,000 from Account Nos. N4001306-5161.001 and N4001601-5161.001, subject to City Attorney approval; 2. Authorize the transfer of $25,000 from Account No. M0032601-5161.001 to Account No. N4001601-5161.001. BACKGROUND As development occurs within and surrounding the City, the City's sewer system is increasingly impacted by the additional demand. In order to determine the overall capacity of the system and identify specific development projects (including developments in the County) that should be responsible for upgrading the system due to their impact, the City desires to hire a consultant to prepare the first of several comprehensive sewer area studies. The area identified for the first study is Bouquet Canyon. The goals the City intends to achieve by this sewer study and model are: • Establish the Existing Service Level: Analyze the existing sewer system to determine current capacity and identify deficiencies. • Forecast Demand on the System: Analyze the sewer system to determine capacity deficiencies at ultimate build -out based on the City of Santa Clarita and County of Los Angeles land use plans. 'iED • Track Impacts as Projects are Proposed: Create an interactive computer model of the sewer system that will allow for adjustments so that the system can be re -analyzed as development occurs. m Establish "Fair -Share" Contributions: Evaluate a proposed development's impact -on the existing sewer system in .order to collect a sewer user fee, assessment, or require developers to install larger pipes. Staff prepared a Request for Proposals (RFP) for the project to obtain professional engineering services. The RFP was sent to firms on the City's Professional Design Consultants List. Firms who submitted proposals were: Company Location Huitt-Zollars" Westlake Village, CA Hall & Forman Irvine, CA RBF Consulting Irvine, CA Based on a review of standardized qualifications and the consultant's understanding of the scope of the project, RBF Consulting is the staff s recommended firm for this contract. ALTERNATIVE ACTIONS - Other action as determined by the City Council FISCAL IMPACT The Bouquet Canyon Sewer Study and Model will cost approximately $125,000. The requested transfer of $25,000 from Account No. M0032601-5161.001, in addition to the previously appropriated $100,000, will adequately provide for the anticipated costs of the study.
