RECOMMENDED ACTION
1. City Council award the design contract to Tetra Tech, Inc. for the preparation of a Caltrans
approved Bridge Preventive Maintenance Program, Project No. S0032, in the amount of
$100,000.00.
2. Increase HBR revenues to Account No. 453-5212 by $88,530.00, and appropriate this amount
to Account No. S0032453-8001; and authorize a transfer of $11,470.00 from Account
No. F1012001-8001 to Project Account No. S0032001-8001.
3. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
The Federal Highway Administration (FHWA) has recently programmed federal funds to help
local agencies develop a Bridge Preventive Maintenance Program. The intent of this program is
to help local agencies extend the life of their bridges by performing certain activities that have
been pre -approved by the FHWA. The City is seeking to establish, develop, and prepare a
comprehensive Bridge Preventive Maintenance Program (BPMP) that is in compliance with the
California Department of Transportation Bridge Preventive Maintenance Program Guidelines for
Local Agencies. The main objective of this program is to develop new preventive maintenance
guidelines to help the City preserve the roughly 130 bridge structures in its inventory, and qualify
to receive federal funding under the Highway Bridge Program (HBP) when federal funds become
available.
This contract is intended to develop a Caltrans approved Bridge Preventive Maintenance
Program for the City in the amount of $100,000.00. Staff prepared a Request for Proposals
(RFP) for this project. The RFP was sent to firms on the City's Professional Design Consultants
List. The firms who submitted proposals were:

Based on qualifications and understanding of the scope of the program, Tetra Tech, Inc. is the
staff recommended firm for this contract.
This is a federal -aid project with a reimbursement ratio of 88.53 percent.
ALTERNATIVE ACTIONS
Other actions as determined by the City Council.
FISCAL IMPACT
This program is funded via reimbursable HBR grant funds in the amount of $88,530.00. The
requested transfer of $11,470.00 represents the City's match requirements, and is available from
project savings from Account No. F1012001-8001.
