HomeMy WebLinkAbout2007-03-27 - AGENDA REPORTS - BUS EMISSION RETROFIT CONTR (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT: Agenda Item: CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: March 27, 2007 ON, W1110RIN., EMIR Y AWARD THE CONTRACT FOR THE PURCHASE AND INSTALLATION OF EMISSION RETROFIT KITS FOR TRANSIT BUSES Administrative Services RECOMMENDED ACTION City Council award a contract to Ironman Parts and Services for the purchase and installation of 36 transit bus emission retrofit kits and maintenance equipment, in the amount of $346,993.60, and authorize a contingency of 10% of the award, or $34,699.00 from account number 2460-8615 and authorize the City Manager or designee to execute all contract documents. BACKGROUND The California Air Resources Board (CARB) has amended sections of the California Public Transit Bus Fleet Regulation ARB 1956 to mandate the accelerated reduction of diesel emissions in public transit bus fleets. As a result, the City is required to reduce toxic air contaminants known as "diesel particulate matter," or PM, by 85%. As a result of a negotiated agreement with CARB, the deadline for the City to achieve this reduction has been extended to June 30, 2007. On March 8, 2007, the City's Purchasing Division received the following bids for the purchase and installation of the required technology to achieve the above mentioned reductions: Comnany Ironman Parts and Services Custom Turbo Boerner Truck Center Valley Power Systems Bid Amount $346,993.60 $358,682.25 $437,070.05 $489,364.22 Location Corona, CA Santa Fe Springs, CA Pacoima, CA Mira Loma, CA The request for bids was advertised and notices sent to vendors who had contacted the City over the past six months. This bid was conducted in compliance with federal standards. As a result of the bid process, Ironman Parts and Services was the lowest responsive bidder. Ironman also submitted a project timeline that allows the City to meet its June 30, 2007 deadline. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT Transit funds for the purchase and installation of the emission retrofit kits and maintenance equipment, in the amount of $381,692.60 are budgeted in account number 2460-8615 for FY 2006/2007. No general funds will be used for this procurement.
