HomeMy WebLinkAbout2007-05-08 - AGENDA REPORTS - BUS SHELTER CONTR AWARD (2)Agenda Item: CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: Item to be presented by: Jeff O'Keefe DATE: May 8, 2007 SUBJECT: BID NUMBER TR -06-07-48 - AWARD CONTRACT FOR PURCHASE OF SHELTERS, BENCHES, AND TRASH RECEPTACLES FOR BUS STOPS DEPARTMENT: Administrative Services RECOMMENDED ACTION City Council: 1) Award a contract to LNI Custom Manufacturing for the purchase of 40 shelters, 255 benches, and 215 trash receptacles — Bid No. TR -06-07-04, in the amount of $469,662, and authorize a contingency of 10% of the award, or $46,966. 2) Appropriate $516,628 to account #2460-8615, and increase the grant revenue account #801-5214 by $413,303 (which is the 80% federal grant amount). The remaining local match (20%) will be appropriated from the 801 transit fund balance. 3) Authorize the City Manager or designee to execute all contract documents, or modify the award in the event that issues of impossibility of performance arise, subject to City Attorney approval. BACKGROUND The Bus Stop Improvement Project (BSIP) will improve approximately 300 of the 438 bus stops located within the City of Santa Clarita. The BSIP is primarily a federally funded grant project that provides transit enhancement funding to eligible transit operators. Staff recommends using the federal funds to award a contract to fabricate and deliver specified bus shelters, benches, and trash receptacles for installation by the City. Purchasing the bus stop amenities directly from the fabricator will provide cost savings that enable more stops to be improved within the available APPROVED grant programa The City plans to release an Invitation to Bid to install the new shelters, benches, and trash receptacles this month. The Purchasing Division, in partnership with the Transit Division, issued an Invitation to Bid for Purchase of Shelters, Benches, and Trash Receptacles for Bus Stops. The notice was published three times, from March 28 to April 4, 2007, and notifications were sent to ten (10) suppliers on file. Additionally, twenty four (24) firms downloaded the bid package from the City's website. Seven (7) suppliers submitted a bid opened by Purchasing on April 25, 2007, and the results of the bids follow: Comp Location Bid Amount Wakefield Co. Corona, CA $762,810.68 Being the lowest responsive bidder, staff recommends that LNI Custom Manufacturing be awarded the contract to fabricate and deliver 40 bus shelters, 255 benches, and 215 trash receptacles. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT No general funds will be used for this procurement. The City currently has federal transit grant funds to pay for 80 percent of the cost of the contract. The required 20 percent match will come from Local Return funds. The total cost of this project is $516,628.
