Award a contract to LNI Custom Manufacturing for the installation of bus stop amenities, Bid No. TR -06-07-57, in the amount of $138,899, and authorize a contingency of 10% of the award, or $13,890. 2. Appropriate $152,789 to account #2460-8615, and increase the grant revenue account #801-5214 by $122,231 (80% federal grant amount). The remaining local match (20%) will be appropriated from the 801 transit fund balance. 3. Authorize the City Manager or designee to execute all contract documents, or modify the award in the event that issues of impossibility of performance arise, subject to City Attorney approval. BACKGROUND The Bus Stop Improvement Project (BSIP) will improve approximately 300 of the 438 bus stops located within the City of Santa Clarita. The BSIP is primarily a federally funded grant project that provides transit enhancement funding to eligible transit operators. These enhancements include new bus shelters, benches, trash receptacles, and public art. Staff met with Mayor McLean and Councilmember Boydston to determine the color of the proposed amenities. The colors of Moss Green and Signal Brown were chosen. Bus stop amenities will be placed according to the surrounding aesthetics of that particular location. j This contract will procure a contractor to provide installation of bus shelters, benches, and trash receptacles. In addition, this contract will install concurrently approved and procured public art at specific bus stops and bus stop sign replacement at approximately 634 bus stop locations. The Purchasing Division, in partnership with the Transit Division, issued an Invitation to Bid for the Installation of Bus Stop Amenities including shelters, benches, and trash receptacles. The bid also included bus stop sign replacement and installation of public art at bus stops. The notice was published three times, from May 20 to May 27, 2007. Twenty one (21) firms downloaded the bid package from the City's website. One (1) supplier submitted a bid opened by Purchasing on June 19, 2007, and the results of the bids follow: Company Location Bid Amount LNI Custom Manufacturing Hawthorne, CA $138,898.50 (partial bid) LNI bid on the installation of bus shelters, benches, and trash receptacles and the replacement of all bus stop signs. However, they did not bid on the installation of public art. Being the lowest responsive bidder, staff recommends that LNI Custom Manufacturing be awarded the contract. Staff will commission another vendor to install public art at bus stops. ALTERNATIVE ACTIONS Other action as determined by the City Council.
