HomeMy WebLinkAbout2007-10-09 - AGENDA REPORTS - CA RIVER APPLICATION GRANT (2)CONSENT CALENDAR Agenda Item: CITY OF SANTA CLARITA AGENDA REPORT Rick Gould City Manager Approval: Item to be presented by: DATE: October 9, 2007 SUBJECT: RESOLUTION APPROVING THE APPLICATION FOR GRANT FUNDS FOR THE CALIFORNIA RIVER PARKWAYS GRANT PROGRAM - PROPOSITION 50 DEPARTMENT: Parks, Recreation, and Community Services RECOMMENDED ACTION 1. City Council adopt a resolution to provide for the filing of a California River Parkways (CRP) grant application for the development of Discovery River Park. 2. Authorize the City Manager, or designee, to sign all documents required to file the application and receive the grant, if awarded, subject to the approval of the City Attorney. BACKGROUND In 2006, City Council accepted completion of Phase I of the Discovery River Park Project. Phase I, also known as the Canyon View Regional Trail Access Project, consisted of construction of 0.5 miles of Class I shared -use bicycle and pedestrian path along the Santa Clara River embankment including grading, signage, striping, fencing, landscaping, perimeter street trees, irrigation, and installation of a prefabricated pedestrian/bicycle bridge at the entrance to the park site. Planning and preliminary design of the park site has been completed. However, funding for construction documents, permits and construction has not been identified to date. This grant, if awarded, would provide up to $1,000,000 for the completion of design and construction of a phase of Discovery River Park. Proposition 50 provided $70,000,000 to establish the CRP competitive grant fund. This is the last of four cycles of grant applications. A total of $20,500,000 will be awarded during this cycle. The grant application must be post -marked and delivered by October 19, 2007. Adopted: ..73 Additional points are awarded in the competitive grant application if other matching funds are provided by the City. Therefore, the combined authorization for the grant will be $1,150,000. Upon approval of the grant application, matching funds in the amount of $150,000 from the General Fund will be requested. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, APPROVING THE APPLICATION FOR GRANT FUNDS FOR THE CALIFORNIA RIVER PARKWAYS GRANT PROGRAM UNDER THE WATER SECURITY, CLEAN DRINKING WATER, COASTAL AND BEACH PROTECTION ACT OF 2002 (PROPOSITION 50) WHEREAS, the Legislature and Governor of the State of California have provided funds for the program shown above; and WHEREAS, the Resources Agency has been delegated the responsibility for the administration of this grant program, establishing necessary procedures; and WHEREAS, said procedures established by the State Resources Agency require a resolution certifying the approval of application(s) by the Applicants governing board before submission of said application (s) to the State; and WHEREAS, the Applicant, if selected, will enter into an agreement with the State of California to carry out the project. NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as follows: SECTION 1. Approves the filing of an application for the Discovery River Park; and SECTION 2. Certifies that Applicant understands the assurances and certification in the application, and SECTION 3. Certifies that Applicant or title holder will have sufficient funds to operate and maintain the project(s) consistent with the land tenure requirements; or will secure the resources to do so, and SECTION 4. Certifies that it will comply with the provisions of Section 1771.8 of the State Labor Code regarding payment of prevailing wages on Projects awarded Proposition 50 Funds, and SECTION 5. If applicable, certifies that the project will comply with any laws and regulations including, but not limited to, legal requirements for building codes, health and safety codes, disabled access laws, and, that prior to commencement of construction, all applicable permits will have been obtained, and SECTION 6. Appoints the Deputy City Manager, or designee, as agent to conduct all negotiations, execute and submit all documents including, but not limited to applications, agreements, payment requests and so on, which may be necessary for the completion of the aforementioned project. SECTION 7. The City Clerk shall certify to the adoption of this Resolution. PASSED, APPROVED AND ADOPTED this 9th day of October 2007.
