HomeMy WebLinkAbout2007-04-24 - AGENDA REPORTS - CA WASTE MGMT USED OIL GRANT (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT: Agenda Item: IV' CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: April 24, 2007 RESOLUTION AUTHORIZING THE FUNDING REQUEST FOR THE CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD USED OIL RECYCLING BLOCK GRANT Public Works RECOMMENDED ACTION City Council adopt a resolution authorizing a funding request for the California Integrated Waste Management Board Used Oil Recycling Block Grant. BACKGROUND Each year, the California Integrated Waste Management Board (CIWMB) awards block grant funding to local jurisdictions to assist municipalities with promoting used oil and used oil filter recycling programs. These programs benefit the environment by educating Do -It -Yourself (DIY) oil changers of the dangers of improper disposal (dumping oil down the storm drain or in the trash) of their oil and filters. The funds also assist cities with the costs associated with the promotion of State Certified Collection Center locations and help pay for door-to-door collections made by operators that are permitted to accept oil and filters from residents. During 2006, Used Oil Grant funds helped cover the costs of over 150 door-to-door collections that were responsible for recycling over 1,572 gallons of motor oil and 489 oil filters by providing DIYers with a safe and convenient means to recycle their oil. In addition, the funds covered the cost of a 10 -week cable television educational ad campaign which was broadcast in both English and Spanish to reach the City's diverse community. The CIWMB permits cities to prepare 5 -year resolutions to expedite the grant application process. In December 2006, in an effort to reach out to the City's business community, staff partnered with Curbside, Inc. to begin collecting oil and filters from small businesses categorized by the Adopted: esm 0 a State's Department of Toxics and Substances Control (DTSC) as Conditionally Exempt Small Quantity Generators (CESQGs - pronounced "squeegies"). Some of the costs generated from this program are also covered by the City's Used Motor Oil Block Grant funds. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT Funding from the grant will go towards the costs associated with the City's Used Motor Oil and Filter Recycling Program. Grant funds cover the cost of the door-to-door collection of used oil and used oil filters from both residents and small businesses and help pay for a variety of print and video outreach materials. The grant assistance helps to offset the cost of the door-to-door collection program. Staff anticipates receiving approximately $42,000 per year from future block grant cycles.
