HomeMy WebLinkAbout2007-03-13 - AGENDA REPORTS - CALL PROJECTS GRANT AWARD 2007 (2)CONSENTCALENDAR DATE: SUBJECT: DEPARTMENT: Agenda Item: _ t3 CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: March 13, 2007 2007 SUPPLEMENTAL CALL FOR PROJECTS GRANT AWARD Public Works RECOMMENDED ACTION City Council approve the 2007 Supplemental Call for Projects grant award for three projects: Magic Mountain Parkway Phase H, Incident Management -Traveler Information Subsystem, and Santa Clara River Trail. 2. Authorize the City Manager or designee to execute a Memorandum of Understanding or Letter of Agreement with the Metropolitan Transportation Authority (Metro), subject to City Attorney approval. 3. City Council increase revenues in Account No. 205-5131 by $5.3 million and Account No. 212-5115 by $113,000. BACKGROUND At the September 12, 2006 City Council meeting, City Council directed staff to submit applications for one-time supplemental funding on three previously funded projects under the Call for Projects. The City received 100 percent of the request, a total of $5,413,000. In order to receive the additional funding, the City is required to amend the current Memorandum of Understanding (MOU) and/or Letter of Agreement (LOA). In addition, projects are required to expend funds and be completed by June 2008 or the funds will lapse. The Supplemental Call awarded funds are identified below. Appropriation of the funds will be addressed via separate agenda item, or via the Fiscal Year 2007-08 budget process. 1. Magic Mountain'Parkway Phase lI received an additional $5 million to address the increase in construction costs. No additional match dollars are required. APPROVED 2. Incident Management - Traveler Information Subsystem is currently in design, and the additional $300,000 grant and corresponding $500,000 match dollars are designated towards a planned expansion including additional fiber optic cable, system detectors, and closed caption televisions. 3. Santa Clara River Regional Trail I-5 to Discovery Park received an additional $113,000 to design the final segment from Keystone's development to the future Discovery Park. A corresponding match of $97,000 is required. ALTERNATIVE ACTIONS City Council may choose to decline the Metro grant award. FISCAL IMPACT The requested revenue increases represent pending appropriations that will be addressed at a later date. Staff anticipates that the Magic Mountain Phase II appropriation of $5 million will occur later this year, and the remaining appropriations of $413,000 in grant revenues and corresponding match requirements of $597,000 will occur via the Fiscal Year 2007-08 budget process.
