HomeMy WebLinkAbout2007-09-25 - AGENDA REPORTS - CENTRAL PARK DOG AREA (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT: Agenda Item: 5 CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: September 25, 2007 DEVELOPMENT OF AN OFF -LEASH DOG AREA AT CENTRAL PARK Parks, Recreation, and Community Services RECOMMENDED ACTION City Council to approve the concept of an interim off -leash area at Central Park and transfer funding for the project in the amount of $35,000 from Council contingency account number 19300-5401.001 to account number 15204-5161.001. BACKGROUND In response to overwhelming requests from the community, staff has explored the possibility of formalizing what has been an informal off -leash dog area in the southern area of Central Park (see attachment). Over the past five years, requests from the public for the construction of an off -leash dog area have been steadily increasing. Currently, staff is receiving approximately one written or verbal request per week. In addition, a petition signed by nearly 1,500 residents from throughout the Santa Clarita Valley was previously submitted to the Parks, Recreation, and Community Services Commission. Although an ofd leash area was not anticipated in the master plan for the park, staff believes it is an appropriate use for this passive area. Staff has consulted with the Castaic Lake Water Agency (CLWA), as the lessor of the park property, to ascertain any concerns the agency may have with allowing this use. The CLWA staff has indicated a willingness to allow improvements for use as a dog park on an interim basis. Staff believes it is reasonable to proceed with the site as an interim solution until the permanent off -leash dog area, planned for the Santa Clarita Sports Complex, is available. The Sports Complex site will not be ready for at least two years. This is due to grading and access road improvements that are necessary to develop that site. IN I I IN ED PARKS RECREATION AND COMMUNITY SERVICES COMMISSION RECOMMENDATION The concept was presented to the Parks, Recreation, and Community Services Commission at their meeting held on September 6, 2007. The Commission unanimously approved a recommendation that the project be forwarded to the City Council for consideration. Staff has prepared a plan of the necessary improvements, including additional chain link fencing and gates, a walking path, drinking fountains, picnic tables, and benches. The improvements are anticipated to cost $35,000, including contingency. ALTERNATIVE ACTIONS Other action as recommended by Council. FISCAL Impact Transfer $35,000 from Council contingency account number 19300-5401.001 to the Parks Maintenance account number 15204-5161.001 for the specified park improvements.
