HomeMy WebLinkAbout2007-01-09 - AGENDA REPORTS - CHAPTER 8 AGMT 2482 3210019005 (2)CONSENT CALENDAR Agenda Item: O CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: W1 Rick Gould DATE: January 9, 2007 SUBJECT: APPROVAL OF SALE PRICE FOR CHAPTER 8 AGREEMENT NO. 2482 - AGREEMENT TO PURCHASE LOS ANGELES COUNTY TAX -DEFAULTED PROPERTY BETWEEN LOS ANGELES COUNTY AND MOUNTAINS RECREATION AND CONSERVATION AUTHORITY, APN 3210-019-005 DEPARTMENT: Parks, Recreation, and Community Services RECOMMENDED ACTION City Council approve the sale price for Chapter 8 Agreement No. 2482, Agreement to Purchase Los Angeles County Tax -Defaulted Property Assessor Parcel Number (APN) 3210-019-005, between the County of Los Angeles and the Mountains Recreation and Conservation Authority; approve the City's participation of $3,500.00 in exchange for the fee interest in the property; recognize $3,500.00 in Account No. 450-4027 Quimby Park in Lieu Fees, and appropriate $3,500.00 in Account No. 7100-8620 Quimby Fund; and authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND Pursuant to the provisions of Chapter 8 of the Los Angeles County Revenue and Taxation Code, governing and non-profit agencies may enjoy priority to purchase tax -defaulted properties for public use purposes prior to, or while, the properties are publicly auctioned by the County. Tax -Defaulted Property APN 3210-019-005 is an approximately 34 -acre lot bisected by Soledad Canyon Road, located east of Shadow Pines Boulevard, and contiguous to City -owned open space parcels totaling over 900 acres. The parcel is being sold to the Mountains Recreation and Conservation Authority (MRCA) by Los Angeles County for delinquent property taxes. The County of Los Angeles and the MRCA have entered into an Agreement to Purchase Tax -Defaulted Property APN 3210-019-005. ��RovF MRCA has requested financial assistance from the City. In exchange for the City's participation of $3,500.00, MRCA will transfer the fee interest of the property to the City. MRCA will retain a conservation easement. The proposed division of the property interests and implementation of a conservation easement is consistent with both MRCA and the City's open space preservation policy. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT Recognize $3,500 in Account No. 450-4027 Quimby Park in Lieu Fees, and appropriate $3,500.00 to Account No. 7100-8620 Quimby Fund.
