RESOLUTION AUTHORIZING THE FUNDING REQUEST FOR
THE CALIFORNIA INTEGRATED WASTE MANAGEMENT
BOARD SIXTEENTH CYCLE HOUSEHOLD HAZARDOUS
WASTE GRANT

RECOMMENDED ACTION
City Council adopt a resolution authorizing the City as the lead agency to submit a grant
application to the California Integrated Waste Management Board Sixteenth Cycle Household
Hazardous Waste Grant.
BACKGROUND
Each year approximately two billion needles and syringes (sharps) are used outside of health care
settings nationwide. In addition to sharps, other medical wastes are put into the residential waste
stream, including expired medications and universal wastes (mercury thermometers). Based on
research by the Environmental Protection Agency (EPA) and the City's household hazardous
waste door-to-door contractor, it is estimated that four percent of households in Santa Clarita
generate sharps. Most residential medical waste ends up in the trash or recycling containers or
flushed down toilets, posing health risks to children, workers, and the general public.
The recent passage of SB 1305 ensures appropriate disposal of sharps waste to protect the general
public and workers from potential exposure. SB 1305 prohibits anyone from knowingly placing
home -generated sharps waste in the trash on or after September 1, 2008. Beginning on that date,
sharps will only be allowed to be transported in approved containers and managed at specified
locations such as household hazardous waste facilities.

The California Integrated Waste Management Board (CIWMB) annually awards grant funding to
local jurisdictions to assist with household hazardous waste collection and education programs.
Jurisdictions may apply for funding as an individual or as a partner with other agencies.
Partnership applications receive higher levels of funding than individual applications.
Staff is recommending that the City apply for the CIWMB Sixteenth Cycle Household
Hazardous Waste Grant to pay for the collection of various types of medical wastes from the
residential waste stream. Further, staff recommends applying for funds in partnership with seven
other jurisdictions, with Santa Clarita acting as the partnership's lead agency. The supporting
agencies are the cities of Arcadia, Buena Park, Garden Grove, La Canada Flintridge, Laguna
Beach, Orange, and Placentia. Staff is recommending this particular partnership since each of
these cities currently uses Curbside, Inc. as a contracted service provider. Should this partnership
receive grant funds, funds would be used to educate the public on proper disposal of medical
waste, expand door-to-door collection services to include medial wastes, and implement the
following pilot programs:
• Sharps Mail -Back Program - Residents may request an approved container (with postage
paid) from the City's contractor. After the resident receives the container, they can place it in
their regular mail for collection.
• One -Day Collection Events - The City's door-to-door contractor will arrange for one -day
drop-off events at locations Citywide to collect sharps from residents.
• Permanent Drop -Off Locations - The City will establish locations Citywide where residents
can take their sharps to deposit them safely into an approved collection container.
• Door -To -Door Collections - Residents may call the City's existing door-to-door contractor to
schedule a pick-up of medical waste from their home.
This partnership is eligible to receive up to $300,000 to be used between September 1, 2007 and
March 31, 2010. As the lead agency, Santa Clarita would be responsible for coordinating the
invoices and reimbursement activities associated with the grant. The invoices would be
submitted to the State on a quarterly basis, and the City would be reimbursed regularly
throughout the term of the grant. Staff would establish appropriate accounts for all expenditures
and revenues related to the grant.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA CLARITA, CALIFORNIA, AUTHORIZING A
FUNDING REQUEST FOR A MULTI -JURISDICTIONAL GRANT APPLICATION
FOR ALL HOUSEHOLD HAZARDOUS WASTE GRANTS FOR THE PERIOD
OF UP TO 5 YEARS BEGINNING JUNE 1, 2007 THOUGH MARCH 31, 2010
WHEREAS, the people of the State of California have enacted Assembly Bill 1220
(Eastin, Statues of 1993, Chapter 656) which provides grants to local governments to establish
and implement waste diversion and separation programs to prevent disposal of hazardous waste,
including household hazardous waste, in solid waste landfills; and
WHEREAS, the California Integrated Waste Management Board has been delegated the
responsibility for administering the Local Government Household Hazardous Waste Grant
Program, which includes procedures governing the application by and payment to eligible cities
and counties; and
WHEREAS, if awarded, the applicant will enter into a Grant Agreement with the
California Integrated Waste Management Board for implementation of said grant;
NOW, THEREFORE, BE IT RESOLVED, that the City of Santa Clarita authorizes the
submittal of a regional application on behalf of itself and its participating jurisdictions (La
Canada Flintridge, Arcadia, Buena Park, Laguna Beach, Orange, Garden Grove, and Placentia) to
the California Integrated Waste Management Board for all available Local Government
Household Hazardous Waste grants for a period of up to 5 years beginning June 1, 2007 through
May 30, 2012.
BE IT FURTHER RESOLVED that the City Manager of the City of Santa Clarita or
designee, is hereby authorized and empowered to execute all grant documents necessary to
secure grant funds and implement the approved grant project.
SECTION 1. The City Clerk shall certify to the adoption of this Resolution.
