HomeMy WebLinkAbout2007-01-09 - AGENDA REPORTS - CONCESSION CONTR AWARD (2)Agenda Item /i CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: % ✓% _ Item to be presented by: Jon Bischetsrieder DATE: January 9, 2007 SUBJECT: AWARD CONTRACT FOR CONCESSIONS DEPARTMENT: Administrative Services RECOMMENDED ACTION City Council award a contract to operate food concessions at Central Park and the Aquatic Center locations to Lamppost Pizza, and authorize the City Manager or designee to execute contract and any subsequent renewals, or modify the award in the event that issues of impossibility of performance arise, subject to City Attorney review. BACKGROUND The original concessions contract was awarded April 27, 2004, and subsequently renewed through November 2006. Parks, Recreation and Community Services, in partnership with the Purchasing Division, issued a Request for Proposal (RFP), which was published three times from September 22 through September 27, 2006. Notifications were sent to the Chamber of Commerce, VIA, and 15 vendors on file. Additionally, 13 vendors downloaded the proposal request. Responses were due by October 25, 2006, and two vendors submitted responses, as shown below. Vendor bUON gUSTO Lamppost Pizza Location Santa Clarita Santa Clarita A review of the submittals by staff determined that both were complete, and both vendors were invited to an interview process with the evaluation committee. Staff based their evaluation on the following criteria: a) Menu suitability and variety b) Revenue-sharing proposal c) Resources: quality and quantity of equipment, including a cart for usage at Central Park ball fields. d) References e) Staff qualifications and number of staff provided An evaluation of the proposals found the proposal from Lamppost Pizza offered a broader, more age -and -venue appropriate menu selection, and better pricing. The Lamppost Pizza proposal also offered a higher percentage of commissions. Staff has determined, through a combination of proposal evaluations and interviews, that Lamppost Pizza provides the best overall solution for the City's concessions. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT The contract will result in no additional expenditures by the City. Revenue generated will be seasonal in nature, depending on facility usage.
