SUBJECT: CONTRACT APPROVAL FOR CANYON THEATRE GUILD -
COWBOY FESTIVAL COMMUNITY PARTNERSHIP
DEPARTMENT: Parks, Recreation, and Community Services
RECOMMENDED ACTION
City Council, with Councilmember Boydston not participating in the vote, approve contract and
authorize the City Manager, or designee, to execute the Cowboy Festival Community Partner
Agreement with the Canyon Theatre Guild, subject to City Attorney approval.
BACKGROUND
As part of the 2007 City of Santa Clarita Cowboy Festival, the City of Santa Clarita is partnering
with the Canyon Theatre Guild to have the Guild produce the Cowboy Couture event on
Wednesday, April 25, 2007. This is the first year that the Canyon Theatre Guild is producing the
event, while in the past they have served as host for the Cowboy Couture event which was
produced by the City. This community partnership is similar to others that existed previously
with the Santa Clarita Historical Society, the Friends of Hart, and Carousel Ranch.
Councilmember Boydston is the Executive Director of the Canyon Theatre Guild. State law
regulates circumstances under which a councilmember is permitted to have an interest in a
contract with the City. The City Attorney has researched the law and has opined that the City
and the Canyon Theatre Guild may enter into the proposed contract without violating the law
provided certain steps are taken. In order for the City and the Canyon Theatre Guild to enter into
this contract, California Government Code Section 1091 requires that Councilmember
Boydston's interest in the contract as the Executive Director of the Canyon Theatre Guild is
disclosed to the Council and the interest in the contract is noted in the official records. Lastly,
the Council may approve the contract with the Canyon Theatre Guild provided Councilmember
Boydston does not vote on the contract.

FISCAL IMPACT
The contract stipulates that the Canyon Theatre Guild will pay the City of Santa Clarita $200.00
(two hundred dollars), which is the standard fee for the Cowboy Festival Community Partner
Agreement. Additionally, the City of Santa Clarita will collect funds for ticket sales to the
Cowboy Couture event which will then be paid to the Canyon Theatre Guild.
