SUBJECT: CROSS VALLEY CONNECTOR - NEWHALL RANCH ROAD
WIDENING FROM COPPER HILL DRIVE TO DICKASON
DRIVE, PROJECT NO. 51001 - AWARD THE CONSTRUCTION
AND CONSTRUCTION SUPPORT CONTRACTS AND
APPROPRIATE FUNDING

RECOMMENDED ACTION
1. City Council approve the plans and specifications, and award the construction contract to
C.A. Rasmussen in the amount of $1,967,342.00, and authorize a 15 percent contingency in
the amount of $295,000.00.
2. Award various construction support contracts and staff time totaling $425,000.00 for the
following:
• Award the quality assurance for materials testing, soils testing, and inspection service
contract to R.T. Frankian Associates in the amount of $150,000.00.
• Award the construction surveying, staking services contract, and engineering design
support to Hunsaker and Associates in the amount of $50,000.00.
• Award the labor compliance consulting services contract to Padilla and Associates in the
amount of $20,000.00.
• Award the utility consultant service contract to BJ Palmer and Associates in the amount
of $5,000.00.
• Authorize funding for City staff time, oversight, and overall support for the construction,
including construction management and inspection services, in the amount of
$200,000.00.
3. Increase Revenue Account No. 455-4511 in the amount of $1,700,000.00 and appropriate to
Account No. S1001455-8001; increase the Valencia Bridge & Thoroughfare Revenue
Account No. 304-6191 by $1,000,000.00 and appropriate to 51001304-8001.

4: Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
The Cross Valley Connector includes a series of phases for full construction of the roadway.
This next phase, the widening of Newhall Ranch Road from Copper Hill Drive to Dickason
Drive, is a segment continuation of the overall Cross Valley Connector. It will improve Newhall
Ranch Road from the existing four -lane roadway to eight lanes with a raised median and a Class
I Bike Lane on the south side of the roadway.
On May 30, 2007, the City's Purchasing Division received the following bids for the project:

Staff recommends the project be awarded to C.A. Rasmussen, the lowest responsive bidder.
C.A. Rasmussen possesses a State Contractor's license and is in good standing with the State
Contractor's License Board. The bid was reviewed for accuracy and conformance to the contract
documents and was found to be complete. C.A. Rasmussen is the City's contractor on the portion
of the Cross Valley Connector from Copper Hill Drive to Interstate 5 and has met all of the City's
expectations as a responsible contractor.
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT
The requested increases to the 455 and 304 revenue accounts are guaranteed to the City in
accordance with an agreement with the developer, Newhall Land. The requested appropriations
of $1,700,000.00 into Project Account No. S1001455-8001 and $1,000,000.00 into Project
Account No. S 1001304-8001 should adequately provide for anticipated construction costs.
