Redevelopment Agency award a contract to Pacific Coast Land Design to provide landscape architectural services in an amount not to exceed $97,000, authorize a contingency amount of 10% ($9,700.00) for a total of $106,700.00. 2. Redevelopment Agency award a change order to Psomas & Associates contract number 06-00334 for the completion of the Main Street Streetscape road plans and storm drain design in the amount of $60,000, with a contingency of 15% ($9,000.00, no contingency was assigned to the original contract for $47,500.00) for a total of $69,000.00. 3. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND On December 22, 2005, the City Council and Redevelopment Agency approved the Downtown Newhall Specific Plan (DNSP). During that meeting an Environmental Impact Report was certified that examined the many attributes of the DNSP's vision and determined that the benefits of implementing the plan would be substantial for the entire community. One of the most important and visible changes outlined by the DNSP was the idea of transforming San Fernando Road between Lyons and Newhall Avenues into a calm "Main Street." The first phase of that project was completed and changed traffic circulation, provided APPROVED angled parking, and calmed traffic on Main Street. The next phase of work to be done includes selection of a landscape architecture firm to design and provide construction documents for landscape and streetscape improvements to Main Street. This project is considered as a critical priority in the redevelopment strategy. The creation of an amenity -rich public space and streetscape will be supportive of existing activities and helpful in establishing the conditions necessary for long-term implementation of the DNSP. An illustration of the Streetscape and Landscape Design for Main Street that was included within the DNSP is provided as Attachment A. Three firms were invited to submit cost and scope of services proposals for the landscape and streetscape project for Main Street. The design and construction document costs are detailed below. Company Pacific Coast Land Design RRM Design Group Van Atta Associates Location Ventura, CA San Juan Capistrano, CA Santa Barbara, CA Staff recommends awarding the contract to Pacific Coast Land Design. Pacific Coast Land Design has worked on several impressive projects of a similar nature and has also worked with Downtown Newhall Specific Plan Architects Moule & Polyzoides on several occasions. Staff has also recommended that Psomas & Associates Civil Engineering firm be granted a change . order to their original contract of $47,500.00 to complete necessary street plans to accomodate _ the curb and gutter changes necessary to allow for the above described amenities. Psomas is also needed to design a small storm drain for Main Street to intercept, filter and remove the stormwater flows that currently exist but would otherwise negatively impact the new improvements as well as impede pedestrian traffic during inclement weather. Public outreach and workshops can begin in January with construction later in 2008. ALTERNATIVE ACTIONS Other action as determined by the Redevelopment Agency. FISCAL IMPACT Funds for this expenditure, in an amount not to exceed $175,700, have been budgeted in account #13400-5161.002.
