The Redevelopment Agency approve plans and specifications for the construction of the Downtown Newhall Restripe & Signal Project - Project No. 52016. 2. Transfer funds from the Redevelopment Agency account number 3610-8110 into project account number 52016901-8001 in the amount of $898,592.65 to pay for all related construction costs. 3. Approve the implementation of the reconfiguration of traffic lanes, intersection signalization, parking reconfiguration along San Fernando Road, as well as approve the complete parking restriction along the east side of Railroad Avenue and both sides of Lyons Avenue between Railroad Avenue and San Fernando Road. 4. Award a construction contract to TDS Engineering in the amount of $699,211.00. 5. Authorize a 15% contingency of $104,881.65, and a change order to Advantec Consulting Engineers existing contract in the amount of $74,500 for design services and $20,000 for construction management services required for this complex project. 6. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. X11OVE�� BACKGROUND On November 22, 2005, the City Council approved the Downtown Newhall Specific Plan (DNSP). During that meeting the Council also certified the Environmental Impact Report (EIR) that examined the many attributes of the DNSP's vision and determined that the benefits of implementing the plan would be substantial for the entire community. One of the most important and visible changes outlined by the DNSP was the idea of transforming San Fernando Road between Lyons and Newhall Avenues into a calm "Main Street." The traffic circulation, parking, and streetscape environment envisioned for the new Main Street was designed to create an attractive sense of place for all residents of the Santa Clarita Valley, as well as visitors. The contract being considered tonight allows for the implementation of the first phase of that vision. Once complete, motorists commuting around the downtown area will have easy access to an additional lane on Railroad Avenue. Those wishing to visit the downtown area will have the choice of continuing north on San Fernando Road straight into downtown, or by turning right onto Lyons Avenue while traveling south, then onto the newly calmed San Fernando Road. San Fernando Road between Lyons Avenue and 5th Street will be restriped to remove one of the two lanes of traffic in each direction. This change is being made in combination with the modifications to Railroad Avenue to calm the traffic through the downtown area, and to accomodate back -in head -out angled parking. This method of parking will be new to the majority of citizens of Santa Clarita. It provides additional safeguards to children that may be effectively "blocked" from wandering into traffic by the open doors of their parents vehicles. Loading of passengers and purchases from the back of the vehicle is also seen as an advantage. Also, motorists will not have to back into oncoming traffic when leaving their space either. While City staff and their engineering consultants are confident that this configuration of parking will work as designed, should the execution of this "new" maneuver become a major source of difficulty or complaints, nothing being constructed or painted on the parking area will prevent staff from quickly switching the striping to the more traditional, head -in angle design. The City issued a Notice Inviting Bids on December 19, 2006. On January 30, 2007, the City's Purchasing Division received three bids for the Restripe project. Unfortunately, the bid submitted by the apparent low bidder was irregular and staff recommended that the Agency reject all bids and direct staff to rebid the project. On February 13th the Agency moved staff s recommendation; staff made adjustments to the documents and re -advertised. On March 20, 2007, the City's Purchasing Division received four bids for the project: Company Location Bid Amount TDS Engineering West Lake Village, CA $ 699,211.00 C.T.&F., Inc. Bell Gardens, CA $1,217,129.71 Oak Engineering Pomona,CA $ 730,034.00 KDC Inc. Los Alamitos, CA $ 758,900.00 Staff recommends awarding the construction contract to the lowest responsive bidder, TDS Engineering. TDS Engineering possesses a State Contractor's License and is in good standing with the State Contractor's License Board. Construction is scheduled to begin in April, and is anticipated to be completed within 45 working days after the effective date of the Notice to Proceed. ALTERNATIVE ACTIONS Reject all bids and re -advertise the project. FISCAL IMPACT The transfer of funds from the Santa Clarita Redevelopment Agency in account number 3610-8110 into project account number 52016901-8001 will cover all construction related costs for this phase of this project. While additional maintenance may be necessary to keep the newly calmed street clean, the removal of the traffic signal at Market Street and San Fernando Road will also slightly reduce maintenance burden on the General Fund.
