Home My WebLink About2007-08-28 - AGENDA REPORTS - ENTERPRISE EMPLOYMENT AREA (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT: Agenda Item: 0z CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: August 28, 2007 CERTIFICATION OF THE SANTA CLARITA ENTERPRISE ZONE TARGETED EMPLOYMENT AREAS (TEA) City Manager's Office RECOMMENDED ACTION City Council adopt a resolution certifying the boundaries of the Targeted Employment Areas (TEA) for the Santa Clarita Enterprise Zone under the guidelines set forth by the State of California Housing and Community Development Department. BACKGROUND On July 1, 2007, the City of Santa Clarita's Enterprise Zone received its final designation from the State of California Department of Housing and Community Development. The State of California requires the City of Santa Clarita to establish Targeted Employment Areas (TEA) within City boundaries. TEAS are described as geographic areas with a percentage of households at or below low to moderate income levels. Businesses within the Enterprise Zone boundaries who hire eligible employees that live within the boundaries of a TEA may qualify for the Hiring Tax Credit. The Hiring Tax Credit is one of the most widely used incentives of the Enterprise Zone program. The TEAs will be in effect retroactively from the July 1, 2007 Santa Clarita Enterprise Zone final designation date. The process of determining TEAS is set forth by the State of California Housing and Community Development Department. TEAs are determined based on the percentage of residents at or below median income Ievel per individual census tract. Using the State of California's Median Household Income Level of $47,493, a census tract with at least 51 percent of its households at or below this level qualifies as a TEA. This calculation is required to be based on the most recent United States Department of Census data available to determine the eligibility. The 2000 Adopted: -6t Census was used to calculate the TEAs in the Santa Clarita Enterprise Zone. The TEAS include four (4) Census Tracts located in the communities of Newhall and Canyon Country: 9200.31; 9200.38; 9203.35; and 9302.00. ALTERNATIVE ACTIONS Other actions as determined by the City Council FISCAL IMPACT None by this action. On August 28, 2007, the City Council approved and certified the Targeted Employment Areas (TEA) and submitted them to the State of California Housing and Community Development Department. SECTION 2. The City Council of the City of Santa Clarita does hereby certify: a. The Targeted Employment Areas (TEA) for the Santa Clarita Enterprise Zone have been prepared under the guidelines set forth by the State of California Housing and Community Development Department. b. The Targeted Employment Areas (TEA) for the Santa Clarita Enterprise Zone include Census Tract Numbers: 9200.31; 9200.38; 9203.35; 9302.00 c. The Targeted Employment Areas (TEA) for the Santa Clarita Enterprise Zone were presented to the City Council for review and approval on August 28, 2007. SECTION 3. The City Council shall certify to the adoption of this Resolution and certify this record to be a full, complete, and correct copy of the action taken. SECTION 4.
