HomeMy WebLinkAbout2007-06-26 - AGENDA REPORTS - FIVE YEAR NEWHALL PLAN (2)PUBLIC HEARING DATE: SUBJECT: DEPARTMENT: Agenda Item• CITY OF SANTA CLARITA REDEVELOPMENT AGENCY AGENDA REPORT , Chris Price City Manager Approval: Item to be presented by: June 26, 2007 FIVE-YEAR IMPLEMENTATION PLAN FOR THE NEWHALL REDEVELOPMENT PROJECT AREA Community Development RECOMMENDED ACTION Santa Clarita Redevelopment Agency conduct a public hearing and approve a resolution adopting the Five -Year Implementation Plan for the Newhall Redevelopment Project Area for the 2007-08 through 2011-12 planning period. BACKGROUND California Community Redevelopment Law requires that redevelopment agencies periodically adopt five-year implementation plans for each redevelopment project area. The five-year implementation plan includes the goals of the redevelopment plan, the proposed projects, programs and expenditures for the five year period, and demonstrates how implementation of the projects and programs would alleviate blighting conditions in the project area. The implementation plan is also to include a. ten-year affordable housing plan, which identifies goals and targets to comply with housing production, replacement housing, income targeting, and other requirements in the Law. The current implementation plan expires on June 30, 2007, and the attached plan has been prepared for the five year period beginning July 1, 2007. The proposed implementation plan provides background information on the Project Area, highlights recent achievements, and identifies redevelopment and affordable housing goals and programs. Staff estimates of program costs are included in the plan (though subject to formal approval of each initiative), and sum to $15.05 million in nonhousing redevelopment projects, and $3 million Adopfed: Re --SO` 07-5 in affordable housing projects. Over the next ten years, the Agency will need to produce additional affordable housing units (particularly 34 very low income units) to fulfill projected housing needs for the Project Area. By Law, notice of this public hearing was published in The Signal for three successive weeks. The draft Five -Year Implementation Plan was available in the City Clerk's office for 31 days for the public to review and provide comments. To date, no written comments on the draft implementation plan have been submitted. The Newhall Redevelopment Committee (NRC) also reviewed and commented on the draft document at their June 4, 2007 meeting. The NRC recommended future consideration of a formal program to attract development and investment along the Lyons Avenue corridor. Going forward, the Agency will need to make findings that projects and programs are consistent with the implementation plan or amend the document accordingly prior to proceeding with new initiatives. In addition, a midterm review of the plan is required to be conducted between the second and third year of the implementation plan. ALTERNATIVE ACTIONS Other action as determined by the Redevelopment Agency. FISCAL IMPACT None. No project or program being discussed is subject for approval at the public hearing. The Agency will consider projects on a ease -by -case basis through the budget process. ATTACHMENTS Resolution Five Year Implementation Plan NOTICE OF PUBLIC HEARING REGARDING THE FIVE-YEAR IMPLEMENTATION PLAN FOR THE NEWHALL REDEVELOPMENT PROJECT Pursuant to Section 33490 of the California Community Redevelopment Law, Health and Safety Code Sections 33000 et. sag. ("Law"), the Redevelopment Agency of the City of Santa Clarita ("Agency") will conduct a public hearing to consider adoption of a Five -Year Implementation Plan ("Plan") for the Newhall Redevelopment Project ("Project"). The proposed Plan will set forth the Agency's goals, objectives, and anticipated programs, projects, and expenditures for the ensuing five-year period beginning in fiscal year 2007-08 and terminating at the end of fiscal year 2011-12. The Plan will explain how these components will eliminate blight and increase and improve the supply of affordable housing; it will also address the Agency's status in meeting affordable housing requirements. NOTICE IS HEREBY GIVEN THAT A PUBLIC HEARING WILL BE HELD IN CONNECTION WITH THE PROPOSED IMPLEMENTATION PLAN: WHAT: Public Hearing on the Five -Year Implementation Plan WHERE: Santa Clarita City Hall City Council Chambers 23920 Valencia Boulevard Santa Clarita, California 91355-2196 WHEN: June 26, 2007 6:00 PM (or as soon as possible thereafter) All interested persons may attend this public hearing to provide comments on the proposed Plan. The draft Plan will be available for public inspection, beginning May 25, 2007, with the City Clerk, Santa Clarita City Hall, 23920 Valencia Boulevard, Santa Clarita, California 91355-2196.
