Agenda Item:_ 1 CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: Item to be presented by: Damon Letz DATE: March 13, 2007 SUBJECT: TRACT MAP NO. 54330 (RESIDENTIAL DEVELOPMENT ON IRON CANYON ROAD) - APPROVAL OF FINAL MAP AND ACCEPTANCE OF OFFERS OF DEDICATION DEPARTMENT: Public Works RECOMMENDED ACTION 1. City Council approve Tract Map No. 54330 (residential development on Iron Canyon Road); 2. Accept on behalf of the public the offers of dedication for public use the easements for public use and trail purposes; the right to prohibit the erection or construction of any buildings or structures within Lot 9 designated as open space/recreation as shown on the maps; 3. Make findings as follows: (a) that this project is consistent with the provisions of Sections 66474 and 66474.1 of the Subdivision Map Act and should be approved; and (b) that this proposed subdivision, together with the provisions for this design and improvement, is consistent with the General Plan required by Article 5 (commencing with Section 65300) of Chapter 3 of Division 1 of the Government Code, or any specific plan adopted pursuant to Article 8 (commencing with Section 65450) of Chapter 3 of Division 1 of the Government Code; 4. Instruct the City Treasurer to endorse the Special Assessment Certificate on the face of Tract Map No. 54330, which indicates that all special assessments levied by the City have been paid; 5. Instruct the City Clerk to endorse the Certificate on the face of Tract Map No. 54330, which embodies the approval of said maps and the acceptance of the dedications shown thereon; and 6. Instruct the City Engineer to endorse the Agreement for Subdivision Improvements, which provides for the manner in which various improvements described on Tract Map No. 54330, and pursuant to the conditions for the final approval of said maps for which security has been posted, shall be constructed and completed. BACKGROUND Tract Map No. 54330 (residential development on Iron Canyon Road) is the only phase of Tentative Tract Map No. 54330, which was granted approval by the Planning Commission on December 20, 2005. This single phase, consisting of approximately 40.7 acres, is located on the south side of Iron Canyon Road, three quarters of a mile southeasterly of Sand Canyon Road. The property is owned by Iron Creek Development, LLC. This map is creating 9 lots (8 single family residential lots, and 1 open space/recreation lot). Water rights have been secured for all lots. Trail requirements are being met by the construction of a ten -foot wide public equestrian/pedestrian trail on the south side of Iron Canyon Road along the project's boundary. Bridge and Thoroughfare fees of $127,040.00 (per current fee rates), Quimby fees of $124,468.00, and Transit Mitigation fees of $1,600.00 have been paid per the Conditions of Approval. The project is deemed to be in substantial conformance with the principles and standards required by the Unified Development Code, the conditions set by the Planning Commission have been met, and fees have been paid as indicated on the attached Fact Sheet. The map has been checked to the satisfaction of the City Engineer and is ready for City Council approval and acceptance of the dedications. ALTERNATIVE ACTIONS Staff has not identified any alternative actions that would conform to requirements set forth in the Subdivision Map Act. FISCAL IMPACT No new public streets are being dedicated to the City by this map; no impact will be made to the City's street maintenance budget.
