HomeMy WebLinkAbout2007-07-10 - AGENDA REPORTS - HARDESTY NO PARKING ZONE MOD (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT: Agenda Item: Z5— CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval - Item to be presented by: July 10, 2007 OIL MODIFY THE EXISTING NO -PARKING ZONE ALONG THE EAST SIDE OF HARDESTY AVENUE ADJACENT TO SKY BLUE MESA ELEMENTARY SCHOOL Public Works RECOMMENDED ACTION City Council adopt a resolution to modify the existing 275 feet of no-parking"zone (7:00 a.m. to 3:00 p.m. "school days only") along the east side of Hardesty Avenue adjacent to Sky Blue Mesa Elementary School, and mark it as a no -stopping zone (7:00 a.m. to 3:30 p.m. "school days only") BACKGROUND The principal of Sky Blue Mesa Elementary School and the Sheriffs Department contacted the Traffic and Transportation Planning Division staff to express concerns regarding traffic safety and gridlock around the school (Exhibit "A") during dismissal times. Through their valet parking program, the school allows vehicles to enter the school parking lot from the south driveway to pick up students waiting on the school grounds. Vehicles then exit at the north driveway at the intersection of Hardesty Avenue and Larbert Street (Exhibit 'B"). This program is in place to allow students a safe means of entering vehicles. The school principal indicated that many drivers avoid using the valet parking program and place students at risk of being injured. Some drivers stop their vehicles along the east curb of Hardesty Avenue and encourage children to cross the parking lot in front of moving vehicles to get to parked vehicles. Vehicles leaving the east curb after picking up students then block the intersection of Hardesty Avenue and Larbert Street and impede the flow of traffic exiting the valet area. It is also common to see children cross Hardesty Avenue mid block between parked vehicles to get to a vehicle parked on the other side of the street. Adopted. R r.5' Traffic staff analyzed the situation and determined that changing the no -parking zone into a no -stopping zone would help increase the students' safety. This modification will also help to encourage full use of the valet program, and improve the flow of traffic exiting the valet area and around the school. ALTERNATIVE ACTIONS 1. Keep existing situation as is. 2. Other action as determined by the City Council. FISCAL IMPACT The work involves the installation of five new signs amounting to approximately $500.00. Funds for this work are available in the Streets Striping and Signing Maintenance Account No. 4814-7335. ATTACHMENTS Resolution Exhibit "A" - Vicinity Map (Sky Blue Mesa Elementary School) Exhibit "B" - Existing No -Parking Zone and Proposed No -Stopping Zone Diagram RESOLUTION NO.07- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, TO MODIFY THE EXISTING NO -PARKING ZONE ALONG THE EAST SIDE OF HARDESTY AVENUE, ADJACENT TO SKY BLUE MESA ELEMENTARY SCHOOL, AND MARK IT AS A NO -STOPPING ZONE WHEREAS, Section 22507 of the California Vehicle Code of the State of California provides for local authorities to prohibit stopping, standing, or parking of vehicles on certain streets or highways or portions thereof during certain or all hours of the day; and WHEREAS, a request was made to modify the existing no -parking zone along the east side of Hardesty Avenue adjacent to Sky Blue Mesa Elementary School; and WHEREAS, it is consistent with normal traffic engineering practices to modify the existing no -parking zone near the school. NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as follows: SECTION 1. That the existing 275 feet of no -parking zone (7:00 a.m. to 3:00 p.m. "school days only," extending between the school's north and south driveways along the east side of Hardesty Avenue, shall be modified and marked as a no -stopping zone (7:00 a.m. to 3:30 p.m."school days only"). SECTION 2. That the modified no -parking zone shall apply when new appropriate signs and/or curb makings giving adequate notice have been placed as described in Section 1. SECTION 3. That staff shall install the necessary new signs and/or curb markings to effect this resolution. SECTION 4. The City Clerk shall certify to the adoption of this Resolution.
