CONTRACT TO PREPARE AN INDEPENDENT
HOSPITAL/MEDICAL OFFICE BUILDING SPACE ANALYSIS
FOR THE HENRY MAYO NEWHALL MEMORIAL HOSPITAL
MASTER PLAN

RECOMMENDED ACTION
City Council direct the City Manager, or designee, to execute a contract with Kurt Salmon
Associates to prepare an independent hospital/medical building space analysis, subject to review
by the City Attorney. In addition, the Council approve a budget transfer in the amount of $7,500
from Council Contingency account #2250-7401 to Community Development account
#3120-8110 for professional contractual services.
BACKGROUND
This item was previously on the March 13, 2007 City Council agenda. As part of the City
Council deliberations on the item, a motion was approved by the Council to approve staffs
recommendation with the City funding a portion of the independent study. The portion of the
study that the City would fund pertained to costs related to the accrual of information relating to
whether any medical service provider/facility contacted as part of the study had plans to locate
within the Santa Clarita Valley. In looking at the information that the consultant would be
producing, it was determined that 15% of study dealt with issues outside of the hospital itself. A
copy of the proposed contract is attached.
After that meeting, the City received a letter from a concerned citizen that the action taken by the
City Council could be considered a violation of the Brown Act, since the act of funding a portion
of the study was not agendized. To avoid an unnecessary legal dispute, this item has been placed
on a City Council agenda for further review.

Any other action as determined by the City Council.
FISCAL IMPACT
The one-time allocation of $7,500 would be transferred out of the existing City Council
Contingency Account #2250-7401. The current balance on this account is $972,000. The
applicant would be responsible for the remainder of the costs, which staff envisions to be
approximately $40,000 plus expenses. No other fiscal impacts are anticipated at this time.
