Jon Bischetsrieder City Manager Approval: Item to be presented by: May 22, 2007 AWARD OF JANITORIAL SERVICES CONTRACT Administrative Services RECOMMENDED ACTION City Council: 1) Reject the bid received from CAM Services, 2) Award contract to Bell Building Maintenance for janitorial services for the Santa Clarita Sports Complex buildings, and authorize City Manager to execute the contract and two future renewals in accordance with the terms of the contract, 3) Authorize City Manager or designee to modify the award in event other issues of impossibility of performance arise, subject to City Attorney approval, for an amount not to exceed $113,203, and a 15% contingency fee of $16,980 for a total of $130,183 from account # 7321-8001. BACKGROUND The City of Santa Clarita completed a janitorial services bid for the Santa Clarita Sports Complex in March of 2007. This janitorial services bid includes all routine cleaning services, seven days per week, with day porters during aquatic swim meets and additional services where required. Eleven (11) vendors were sent notices, as well as the Santa Clarita Chamber of Commerce and Valencia Industrial Association (VIA). The bid notice was also posted on the City's website where 27 vendors downloaded the bid. A walk-through of the affected buildings was conducted on February 20, 2007, attended by 14 vendors. Four (4) vendors submitted responses for the bid opening on March 7, 2007. APPROVED Staff conducted the janitorial bid as a multiple criteria bid, evaluating such factors as performance on other similar jobs, experience, staff, references, and cost. During the month of April, City staff completed the vendor site inspections to assist in determining the best qualified responsive bidder. The following are the results of the evaluation: Company Bell Building Maintenance Lee's Maintenance United Maintenance CAM Services 'Location Score Sherman Oaks 79.78 Van Nuys 74.05 Burbank 69.26 Culver City not scored CAM Services failed to submit documents required by the bid, and staff recommends Council reject their bid. Finding Bell Building Maintenance to be in compliance with the conditions and terms of the janitorial contract and having the highest point total in the multiple criteria list, staff recommends that Bell Building Maintenance be awarded the Janitorial Contract for the Santa Clarita Sports Complex. ALTERNATIVE ACTIONS - 1) Direct staff to reject all bids and re -bid for janitorial services for the Santa Clarita Sports Complex. 2) Other action as determined by City Council. FISCAL IMPACT Funds for this expenditure, in the amount of $130,183, are currently budgeted in account 7321-8001 for FY 06-07 and have been proposed in the FY 2007-08 operating base budget.
