Hardy June 12, 2007 y AWARD CONTRACT TO LILBURN CORPORATION FOR THE PREPARATION OF THE JOINT VALLEYWIDE GENERAL PLAN (ONE VALLEY ONE VISION) Community Development RECOMMENDED ACTION Award the contract to Lilbum Corporation in the amount not to exceed $231,083 for the preparation of the City of Santa Clarita and County of Los Angeles One Valley One Vision, Joint Valleywide General Plan. Authorize the City Manager, or his designee, to execute all documents subject to City Attorney approval. BACKGROUND In 2001, the City of Santa Clarita and the County of Los Angeles began the process of preparing a joint valleywide general plan to guide the future development of the Santa Clarita Valley called One Valley One Vision (OVOV). To date, Phases I, II and III of the OVOV work plan have been completed, including the creation of the Guiding Principles, Vision Statement and Technical Background Report to be used in developing the OVOV General Plana Staff has begun work on the remaining phases (Phases IV -VI) of the OVOV work plan. On May 2, 2007, staff entered into a $49,770.00 contract with Lilbum Corporation to begin the first phase of the general plan document preparation and assist with Phase IV of the OVOV work plan. Work associated with this contract has allowed staff to begin the preparation of the general plan text including the following: • General Plan Introduction • Land Use Element • Circulation Element :PPRO ED • Conservation and Open Space Element However, in order to complete the OVOV General Plan document, staff will require additional services from Lilburn Corporation and its subconsultants for the second phase of the general plan document preparation. Consistent with the attached scope of work, the following services totaling $231,083 will be needed for the completion of the general plan document associated with Phase IV of the OVOV work plan: • Housing Element • Noise Element • Water Availablity Assessment • Preparation of General Plan Document Funds associated with the proposed contract have been secured through previous budget processes. In addition, the County of Los Angeles has demonstrated a willingness to pay for half of all costs and services that are specifically related to both agencies. Environmental Impact Report The final phase of the OVOV project will be the preparation of the Environmental Impact Report (EIR) for the OVOV General Plan. Staff has initiated the process to select a consultant to prepare the EIR for OVOV. Should additional funds be required to complete the EIR, funds will be requested at the time that the EIR contract will be brought to the City Council for review and approval. ALTERNATIVE ACTIONS Other action as determined by City Council. FISCAL IMPACT Funds for this phase of the OVOV project were approved during previous budget processes. Therefore, no additional funds are required at this time and no fiscal impact beyond what has previously been considered is anticipated at this time. As outlined in our preliminary proposal dated February 2, 2007, we understand that the final work product desired by the City is a draft and foal General flan document containing the seven State -mandated elements, along with an introduction, map's and exhibits as needed to comply I with the State's General Plan Guidelines and City objectives. The work product to be prepared for the County of Los Angeles is a draft and final Area Plan "for the Santa ClatitaValley containing Land Use and Circulation Plements that are consistent with the City's General Plan i elements. In addition,'.ilburn Corporation will prepare any goals, policies, maps and exhibits determined by County staff to be appropriate for inclusion in the Area Plan related to Safety, Conservation, Open Space, Noise, and Housing, The Area Plan will be incorporated in the County's General Plan. Phase I of the project, including work on the two Plan Introductions,the Land Use Element and the Circulation Element, bas been approved and the work is underway. Phase 2 is proposed to consist of the remainder of work needed to complete the City's General Plan and County's Area Plan, including work by subconsultants addressing inti Noise, housing and Water issues, attendance at meetings and hearings, and project administration. Attachment I of this letter contains Table 1, showing the tasks needed to complete the project broken down by hours and subconsultant costs. Table I shows work completed in the pre- contract (project development) phase, Phase I (per the approved contract dated May 2, 2M7) and Phase 2 (work remaining). The estimated costs are based on hourly rates andthe anticipated time needed to complete each task; however, if -any of these tasks take less time to complete than what is estimated, then the cost for the work would be reduced accordingly to reflect actual time and materials. ' The cost of the work' remaining, described as Phase 2; is estimated not to exceed $231,083. Attachment 2' of this letter contains a proposal submitted by Mestre Greve Associates to complete work on the noise analysis for. both the City's' General Plan and for the County's Area Plan. We understand that the County.of L6%,Angeles will be preparing a countywide Noise Element as part of its General Plan update. Ther bre, the noise overlay map and noise policies to be included in the County's °Area ;Plan will be limited to :noise sources and issues ,specific to the Santa Clarita Valley. The work ,will consist of technical analysis, development of policy language, and meeting attendance, as outlined in the attached proposal. References and: background information for Mestre Greve were attached to the preliminary proposal dated February 2, 2007: Attachment 3 contains a proposal submitted by Karin. Pally Associates to assist the City in updating the housing Element for its General Plan update. Also attached isa, copy of the State's Housing Element Review Worksheet indicating the retluired components of housing elements, which are addressed in the proposal. References and background information on Kann Pally were attached to the preliminary proposal dated February 2, 2007. The Housing Element cost estimate includes a draft and final element based on the. State requirements; however, extensive editing that may be necessary due to comments from the State will be charged as an additional item based on :time and materials. Attachment 4 contains a proposal from Impact' Sciences, Inc. to complete an analysis of wager issues for inclusion in the General Plan, Area Plan, and Environmental Impact Report. This work is included as an optional item, at the discretion of the City and County. As outlined in our preliminary proposal dated .February 2,, 2007, Lilbum Corporation will contract directly with these sub -consultants to perform work' on the One Valley One Vision project. The consultant will devote special research' into the type and frequency of noise complaints received by the City. ; We .recognize that every community has a unique noise environment. The most common sources of noise in urban areas are transportation, related noise sources. These include automobiles, trucks, and aircraft. Other noise sources in the area include railroads and theme parks. As mandated by the State, noise ,sensitive receptors include, but are not limited to, areas containing ;housing, schools, hospitals, test homes, long-term medical .or mental care facilities, or any other land use areas deemed noise sensitive by the local jurisdiction .A noise measurement survey will be, conducted. At this time we are proposing to conduct noise measurements at 20 sites. The findings in 'Cask 4.1 will be used in the site selection process. Sites for noise measurements will. be selected in cooperation with the i ity and County. The participation of staff will insure that the sites selected cover the full spectrum of noise exposure in the study area. Once the sites are selected, the noise measurements can be initiated. The equipment that will be used by the consultant is the BrUel and Ktaer Model 2 1 noise monitor or equivalent's equipment. The measurements will consist ofmeasurements pf the Leq (Equivalent Noise Level), l max (maximum noise level) and Lmin (minimum noise level). Measurements will be conducted for it minimum of 20 minutes ,per site. The primary sources of noise ath site will be identified. 'r Task 1.3 — Prepare Noise Contours. In this task, the noise environment in the study area is presented in terms of noise contours for all of the major noise sources in the community. The traffic noise levels will be developed with the Federal Highway Administration's "Highway Traffic Noise Model." An existing set of contours along with a future set of noise contours will be developed. The noise contours will be projected in the CNEL scale. The accomplishment of this task is a critical point in the program. Existing and future noise contours will be produced.Noise contours represent lines of equal nirise exposure, just as the' ntaurlines on a,topographic n ap are lines of equal elevation. The noise contours will include traffic and rallr&ai ' noise' sources. The noise contours presented should be used as a guide of land use planning. :By 4,knowing the 'land use wvithirt these cantouts, appropriate mitigation measures can be proposed which minimizes existing impacts and ftttute incompatibilities. We are proposing to provide the noise contour maps in ArcView format. ArcView format has several advamages in that the maps can be printed as almost any scale. More importantly, the computer format allows planners and .other !users to quickly lookup locations and determine whether noise compatibility will occur with existing or proposed uses.` Task 1A Prepare Technical Component. The work effort described' above will be presented in a document that presents the existing and future noise contours. The document will serve as the Technical Component of the Noise Element. The Technical Component will present background information on noise, health effects of noise" methodologies, monitoring results and data used to project noise contours as well as supporting information' for`policy development, am3eu prunarny at me C.
