SUBJECT: LANDSCAPE MAINTENANCE AND INSPECTION SERVICES
2007-2008 RENEWAL AND EXTENSION OF LANDSCAPE
CONTRACTS

RECOMMENDED ACTION
1. City Council authorize the continuation of the following contracts for landscape maintenance
and inspections in various zones within the Landscape Maintenance Districts (LMD) for the
amounts listed in Attachment "A":
• Wurzel Landscape; extend existing contract terms from October 1, 2007 through
September 30, 2008.
• Oak Springs Landscape; extend existing contract terms from November 1, 2007
through October 30, 2008.
• Stay Green, Inc.; extend existing contract terms from January 1, 2008 through
December 31, 2008.
• Oakridge Landscape; modify existing contract terms by six months from July 5, 2007
through June 30, 2009 (existing contract term is February 1, 2007 to January 31,
2009)
• Coastal Land Care, LLC; authorize expenditure pursuant to the terms of the existing
agreement.
• Kristiansen Associates; authorize expenditure pursuant to the terms of the existing
agreement.
2. City Council authorize landscape maintenance contracts for landscaped areas not within an
LMD zone.
• Stay Green, Inc.; authorize entering into an annual contract for General Fund median
APPROVED
landscape maintenance from September 1, 2007 to August 31, 2008.
• Aguila Construction; authorize entering an annual contract for General Fund median
landscape maintenance from September 1, 2007 to August 31, 2008.
3. City Council authorize City Manager, or designee, to execute any contract documents, change
orders, or amendments arising out of extension to the above contracts, subject to City
Attorney approval.
BACKGROUND
City staff is responsible for the care and maintenance of various landscaped areas throughout the
City. This includes LMD funded landscaping within specific residential and commercial areas
such as Northbridge, Centre Pointe, and the medians on the west side of the City. Properties that
receive a special benefit from enhanced landscaping improvements are assessed pursuant to the
Landscaping and Lighting Act of 1972. Medians not in a LMD zone are funded through the
General Fund and are also maintained by private landscape contractors. Examples include the
medians and various parkways on Soledad Canyon Road, Bouquet Canyon Road and Seco
Canyon Road.
By adopting staff s recommendations, (see Attachment A), with the exceptions of the Oakridge
landscape contract and two landscape inspection contracts, the four LMD landscape contracts
will be extended for one year and two new agreements for median and parkway landscape
maintenance funded by the General Fund will be entered into by the City Manager for a one year
period. The recommended action facilitates a potential alignment for a future bidding process
that combines LMD and General Fund maintenance contracts for greater efficiency in the bid
document preparation, review and award. It is anticipated that this contract consolidation will
also increase competition among landscape companies and help keep bid prices lower in 2008.
The Oakridge contract was awarded by the City Council in December 2006, and executed in
February 2007. However, due to the County of Los Angeles' delay in transferring the NorthPark
LMD to the City, Oakridge was not able to begin service for six months. The City currently has
a contract with Coastal Landcare, LLC and Kristiansen Associates. Council approval is needed
for the dollar amount of the contract.
ALTERNATIVE ACTIONS
Other direction as determined by the City Council.
FISCAL IMPACT
Funds for the median and parkway landscape services under the General Fund were appropriated
in the adopted FY 07-08 budget. Funds for LMD expenditures were also appropriated in the
adopted 2007-2008 budget.
