HomeMy WebLinkAbout2007-10-23 - AGENDA REPORTS - LICENSE PLATE RECOGNITION (2)Agenda Item: CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: �en 2&4 Item to be presented by: Jon Bischetsrieder DATE: October 23, 2007 SUBJECT: AWARD CONTRACT FOR PURCHASE OF AUTOMATED LICENSE PLATE RECOGNITION (ALPR) SYSTEM DEPARTMENT: Administrative Services RECOMMENDED ACTION City Council award a contract to Pips Technology for two Mobile Automated License Plate Recognition (ALPR) Systems in the amount of $58,985, and authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND The Mobile Automated License Plate Recognition (ALPR) System is a state-of-the-art vehicle license plate scanner/reader. It is mounted in a patrol car and has the ability to scan license plates to the front and side, read them, check to see if it is a reported stolen vehicle, and immediately notify the deputy in the car of the information. Based on this technology, patrol cars so equipped, can rapidly and automatically identify reported stolen vehicles while on regular patrol without distracting the deputy from other duties. During the FY 08 budget process, the City Council approved the acquisition of enough equipment to outfit two patrol cars. The Los Angeles County Sheriff staff conducted research into available technologies and determined this product is the only available product that has met the California Highway Patrol and Los Angeles County Sheriff Department's user requirements and performance standards. It is also the only system that can integrate with and utilize the Sheriff's existing back-office server system software for mobile vehicle administration, data analysis, and reporting. The Sheriffs Department forwarded a copy of the LA County sole source supporting documentation to staff for review. Staff reviewed the form and agrees the purchase of the equipment from the single source presents the best overall value to the City. ALTERNATIVE ACTIONS Other action as City Council may direct. FISCAL IMPACT The funds for this bid are budgeted in FY 07-08, in account #16000-5201.002, in the amount of $58,985.
