SUBJECT: ANNEXATION OF TERRITORIES INTO LANDSCAPE
MAINTENANCE DISTRICT NOS. 1, T-1, AND A-2, AND
STREETLIGHT MAINTENANCE DISTRICT NO. 1

RECOMMENDED ACTION
City Council:
1) Adopt two resolutions to initiate the annexation and formation proceedings for nine parcels
into the Streetlight Maintenance District No. 1 and two developments for the Landscape
Maintenance District.
2) Approve the Engineer's Reports for the above, and call for and set the Public Hearings for
July 10, 2007.
BACKGROUND
Streetlight Maintenance District No. 1 (SMD) Annexations
SMD No. 1. was established to collect funds to cover the expenses for energy and maintenance of
the streetlights in the City. These costs are billed by the Southern California Edison Company to
the City for all approximate 14,025 streetlights.
Annexation of territory into the SMD No. 1 is a procedural matter. Developers are required to
annex their developments into the SMD No. 1 as a condition of development to provide for the
installation and maintenance of street lighting, traffic signals, and appurtenant facilities. The
territories to be annexed into the SMD are as follows:

All property owners included in this annexation will be mailed assessment ballots which will be
tabulated at the Public Hearing held on July 10, 2007. Barring a majority protest at the Public
Hearing, the City Council will be asked to give final approval of the annexations at that time.
Landscape Maintenance District (LVID) Annexations
The annexation of territory into a landscape maintenance district is a procedural matter that
requires the developers to annex their developments into a maintenance district, and as a
condition of approval, to pay for the maintenance of medians, parkways, and slopes that benefit
their development.
To create an efficient process, staff consolidates the collection of annexations and requests City
Councils consideration on a regular basis. Below are two individual developments ready for
annexation into the City's Landscape Maintenance District Nos. 1, T-1, and A-2. The annexation
identified as T -46A is a zone within District Number 1. The annexation identified as A-2 #8 is a
zone within District Number A-2.

(See levy amounts on the attached LMD Levy Schedule.) All property owners included in these
annexations have previously signed assessment ballots which will be announced at the Public
Hearing on July 10, 2007.
The annual levy of assessments for the above annexations cover the anticipated maintenance
costs with the annexations for SMD No. 1 and for the LMDs. All annual assessments are subject
to the Los Angeles -Anaheim -Riverside Area Consumer Price Index ("CPI"), as determined by the
United States Department of Labor, Bureau of Labor Statistics. It is specifically provided that
the maximum assessment shall be increased each fiscal year by CPI, computed on the previous
fiscal year's maximum assessment. Annually, the City Council may decide to increase the actual
assessment amount. The City Council may adopt a lesser assessment amount, but may not
exceed the maximum established assessment, unless appropriate proceedings are conducted by
the City (Prop 218 ballot process) to authorize any increase beyond the maximum assessment.
ALTERNATIVE ACTIONS
1) Do not annex the territory into the Districts.
2) Other direction as determined by City Council.
FISCAL UvIPACT
No impact to the general fund. LMD and SMD annexation are revenue neutral to their respective
special funds.
