HomeMy WebLinkAbout2007-01-09 - AGENDA REPORTS - LMD DBAA RESERVE STUDY (2)CONSENT CALENDAR f7Yti9 SUBJECT: DEPARTMENT: Agenda Item: CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: January 9, 2007 AWARD CONTRACT FOR BID NUMBER PS -06-07-23 FOR RESERVE STUDY OF LANDSCAPE MAINTENANCE DISTRICTS AND DRAINAGE BENEFIT ASSESSMENT AREAS Administrative Services RECOMMENDED ACTION City Council award a contract to Association Reserves, Inc. to conduct a full reserve study of the City's Landscape Maintenance Districts and Drainage Benefit Assessment Areas. Authorize City Manager or designee to execute the contract or modify the award in the event that issues of impossibility of performance arise, subject to City Attorney approval, for an amount not to exceed $75,600, plus 5% contingency, for a total of $79,380. Appropriate $79,380 from unallocated reserve funds 401 (LMD) and 352 (DBAA) to the following accounts: 2950-8110 $ 67,725.00 22701-8110 $ 1,942.50 22702-8110 $ 1,945.50 2272-8110 $ 1,942.50 2273-8110 $ 1,942.50 2274-8110 $ 1,942.50 2275-8110 $ 1,942.50 BACKGROUND The last full reserve study was conducted in 1999. Over the last seven years, LMD territory has had significant growth, including the transfer of Northpark and Stonecrest from the County to City LMD. Additionally, the DBAAs have never benefited from a full reserve study, and the aging DBAA equipment should be analyzed for replacement. ApployEl p,nn, nni,nn�nn The purpose of this Reserve Study is to 1) provide the City's Landscape Maintenance Districts (LMD) and Drainage Benefit Assessment Areas (DBAA) information on number, age, life, and replacement value of capital assets in our LMD and DBAA districts and zones, and 2) provide financial amortization data so that each year funds are saved for the eventual replacement of these capital assets. The Invitation to Bid was published three times, from November 1 to November 8, 2006, and was conducted in compliance with the support of Santa Clarita Business program. Notifications were sent to the Chamber of Commerce, VIA, and eight suppliers on file. Additionally, 29 firms downloaded the bid package from the City's website. One supplier submitted a bid opened by Purchasing on December 1, 2006, and the results of the bids are shown below. Comnanv Location Bid Amount Association Reserves Calabasas, CA $75,600 A staff review of the bid response determined Association Reserves was the lowest responsive bid from a qualified firm, and the fees were appropiate for the level of work effort required. ALTERNATIVE ACTIONS 1. Do not conduct the Reserve Study. 2. Other action as determined by the City Council. FISCAL IMPACT There is no impact to the General Fund. Appropriate $79,380 from unallocated reserve funds 401 (LMD) and 352 (DBAA) to the accounts listed in the recommended action.
