SUBJECT: ESTABLISHING A NO -STOPPING ANYTIME ZONE AND A
RESTRICTED PARKING ZONE ALONG THE NORTH SIDE OF
MAY WAY ADJACENT TO LA MESA JUNIOR HIGH SCHOOL
DEPARTMENT: Public Works
RECOMMENDED ACTION
City Council adopt a resolution establishing a no -stopping anytime zone and a no -parking zone
(7:30 a.m. to 4:00 p.m. "school days only") along the north side of May Way, extending a total of
760 feet east of La Mesa Junior High School's main driveway.
BACKGROUND
The Traffic and Transportation Planning Division staff has received multiple concerns from
residents, La Mesa Junior High School staff, and parents of La Mesa students regarding traffic
congestion along May Way, adjacent to the school (Exhibit "A") during dismissal times.
Through their valet program, the school allows drivers of vehicles to enter the school property to
pick up students. Drivers enter the school's main driveway off of May Way, with the north side
curb parking on May Way east of the school's main driveway used as a waiting area for vehicles
to line up before entering the school property. This procedure is negatively impacted by vehicles
that are parked along the north curb of May Way with no intention to enter the school. This
forces vehicles waiting to enter the valet area out of the curb lane and into the through lane,
causing double parking and congestion.
Staff conducted field observations and worked with the Sheriffs Department and the school
principal to develop a plan to improve traffic conditions in front of the school. Staff's evaluation
suggested that installing a westbound right -turn only lane (Exhibit "B") into the school property
would help improve traffic flow. Since the right -tum only lane will be marked as a no -stopping
zone, vehicles entering the school property from the curb lane will not be stopping in the lane,
but rather waiting in the queue. The no -parking zone between 7:30 a.m. and 4:00 p.m. extended
easterly from the no -stopping zone will serve as an additional staging area for vehicles utilizing
the valet program.
There is adequate on -street parking on the south side of May Way as well as plenty of parking
inside the school property to accommodate current parking demands.
ALTERNATIVE ACTIONS:
1. Keep existing situation as is.
2. Other action as determined by the City Council.
FISCAL IMPACT
The work involves the installation of approximately five signs, amounting to approximately
$500.00. Funds for this work are available in the Streets Striping and Signing Maintenance
Account No. 4814-7335.

RESOLUTION NO. 07-
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA CLARITA, CALIFORNIA, TO ESTABLISH
A NO -STOPPING ZONE AND A NO -PARKING ZONE ALONG THE
NORTH SIDE OF MAY WAY ADJACENT TO
LA MESA JUNIOR HIGH SCHOOL
WHEREAS, Section 22507 of the Vehicle Code of the State of California provides for
local authorities to prohibit stopping, standing, or parking of vehicles on certain streets or
highways or portions thereof during certain or all hours of the day; and
WHEREAS, a request was made to establish a no -stopping anytime zone and a
no -parking zone along the north side of May Way adjacent to La Mesa Junior High School
extending a total of 760 feet east of the school's main driveway.
NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve
as follows:
SECTION 1.That a 450 feet of no -stopping anytime zone and a 310 feet of no -parking
zone between 7:30 a.m. to 4:00 p.m. "school days only" along the north side of May Way, east of
La Mesa Junior High School's main driveway, shall be established.
SECTION 2. That establishing the no -stopping anytime zone and the no -parking zone
shall apply when appropriate signs and/or curb markings giving adequate notice thereof have
been placed as described in Section 1.
SECTION 3. That staff shall install the necessary signs and/or curb markings to effect
this resolution.
