HomeMy WebLinkAbout2007-05-22 - AGENDA REPORTS - MOORES DEMOLITION (2)Agenda Item:�� CITY OF SANTA CLARITA JOINT CITY COUNCIL/REDEVELOPMENT AGENCY AGENDA REPORT City Manager Approval: UNFINISHED BUSINESS Item to be presented by: Christopher Price DATE: May 22, 2007 SUBJECT: RESOLUTION DETERMINING THE DEMOLITION OF THE FORMER "MOORE'S SUB SHOP" BUILDING AT 24158 SAN FERNANDO ROAD IS OF BENEFIT TO THE DOWNTOWN NEWHALL REDEVELOPMENT PROJECT AREA DEPARTMENT: Community Development RECOMMENDED ACTION City Council adopt a resolution making the findings that the Demolition Plan and Public Improvements pending construction under the Moore's Demolition Project are of benefit to the Downtown Newhall Project Redevelopment Area as required by Section 33445 of the California Redevelopment Law. BACKGROUND On August 26, 2005, the City completed the purchase of the former Moore's Submarine Shop business and property located at 24158 San Fernando Road. On December 22, 2005, the Downtown Newhall Specific Plan was adopted by the City Council and the block on which the Sub Shop sits was identified as a planned future site of a Museum Complex. On April 19, 2006, the property was transferred to the Santa Clarita Redevelopment Agency for use in advancing the goals of the Downtown Newhall Redevelopment Area. During the intervening time, staff has worked with several potential tenants with the goal of leasing the building on a temporary basis. Unfortunately the structure is quite old and small, and fails to meet current Building and Safety RPso - 07-..),4 Adopted: ,iso. SDA o `7—z. codes. During the April 10, 2007 Redevelopment Agency meeting, board members raised the question of whether or not the existing structure could be used on a temporary basis, perhaps by a local non-profit user. Staff members visited the building again, including the City's Building Official, engineers, and staff most familiar with real estate matters. After careful consideration and discussion with numerous resources, staff is returning with the recommendation to demolish the structure. Staff is currently researching the possibility of installing a high quality temporary structure that could be used to relocate certain existing Newhall tenants during construction of their new facilities. Staff will return to the Agency with a recommendation regarding this possibility at a future meeting. Staffs conclusion regarding the existing structure is that it should be demolished due to the prohibitively high cost of bringing it to a level that it could be utilized in a safe and cost effective manner. If a temporary building option is not viable, the additional parking for Downtown Newhall provided would be a welcome relief due to the reduction in parking on Railroad Avenue to accomodate the Restripe project that is now under way. ALTERNATIVE ACTIONS Other Actions as determined by the City Council and/or Redevelopment Agency. FISCAL HvIPACT Funds for this project and others were identified in the 2006/2007 budget process.
