SUBJECT: RESOLUTION DETERMINING THE DEMOLITION OF THE
FORMER "MOORE'S SUB SHOP" BUILDING AT 24158 SAN
FERNANDO ROAD IS OF BENEFIT TO THE DOWNTOWN
NEWHALL REDEVELOPMENT PROJECT AREA

RECOMMENDED ACTION
City Council adopt a resolution making the findings that the Demolition Plan and Public
Improvements pending construction under the Moore's Demolition Project are of benefit to the
Downtown Newhall Project Redevelopment Area as required by Section 33445 of the California
Redevelopment Law.

BACKGROUND
On August 26, 2005 the City completed the purchase of the former Moore's Submarine Shop
business and property located at 24158 San Fernando Road. On December 22, 2005 the
Downtown Newhall Specific Plan was adopted by the City Council and the block on which the
Sub Shop sits was identified as a planned future site of a Museum Complex. On April 19, 2006
the property was transferred to the Santa Clarita Redevelopment Agency for use in advancing the
goals of the Downtown Newhall Redevelopment Area. During the intervening time staff has
worked with several potential tenants with the goal of leasing the building on a temporary basis.
Unfortunately the structure was constructed in 1958, is quite small, and fails to meet many of the

modern Building and Safety code requirements for a restaurant use. Due to the prohibitively
high cost of bringing the structure into compliance staff has followed through with
recommendations to demolish the building and prepare the property for use as additional parking
while the development of public parking structures is under way. Additional parking for
Downtown Newhall is a big priority and while plans unfold for a permanent museum use for this
site, the land will best serve the area as additional parking.

Other Actions as determined by the City Council and/or Redevelopment Agency.
FISCAL IMPACT
Funds for this project and others were previously identified in the 2006/2007 budget process, this
resolution is required specifically by State Law for each Capital project prior to expending said
funds.

Moore's Submarine Shop was PUrchased by the City in 2005. Staff spent many hours
work-in- to try and Find a PrOdUCUVe Use for the StRiCtUrC while awaiting future
development plans for the proposed MUSCL1111 COMI)IeX. U"IfOrtUnately the cost's to bring
the building up to acceptable levels for safety and access uses exceeded the value of the
structure itself. Staff will expend approximalcly 5225,000 to abate asbestos and lead paint
existing in the building prior to demolishing it and striping the entire Site for Use as
parking while permanent development plans are completed.

existing in the building prior to demolishing it and striping the entire site for use as
parking while permanent development plans are completed.
