HomeMy WebLinkAbout2007-02-13 - AGENDA REPORTS - NEWHALL RESTRIPE S2016 REJECT (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT: Agenda Item: CITY OF SANTA CLARITA REDEVELOPMENT AGENCY AGENDA REPORT City Manager Approval: Item to be presented by: February 13, 2007 DOWNTOWN NEWHALL RESTRIPE PROJECT NO 52016 - REJECTION OF ALL BIDS AND AUTHORIZATION TO RE -ADVERTISE FOR BIDS Community Development RECOMMENDED ACTION Redevelopment Agency reject all bids and direct staff to re -advertise for bids for the Downtown Newhall Restripe Project, Project No. S2016. BACKGROUND On December 22, 2005, the City Council approved the Downtown Newhall Specific Plan (DNSP). As part of the first phase of implementation, a multi -departmental staff team worked with engineering consultants to prepare plans to reconfigure traffic patterns in the Downtown area. The completed plans propose restriping Railroad Avenue to allow one additional lane for thru traffic and San Fernando Road to accomodate back -in -head -out angled parking by removing one thru lane. This phase would also involve signal modifications at the intersections of San Fernando Road at Railroad Avenue, San Fernando Road at Lyons Avenue, Lyons Avenue at Railroad Avenue, and the removal of the signal at Market and San Fernando Road. The City issued a Notice Inviting Bids on December 19, 2006. On January 30, 2007, the City's Purchasing Division received the following bids for this project: Comnanv Location Bid Amount TDS Engineering Westlake Village, CA $683,368.00 CSI Electrical Santa Fe Springs, CA $732,369.30 Steiny & Co. Baldwin Park, CA $960,285.65 V�PRa iEo Staff recommends that all bids be rejected and authorize the re -advertisement of this project. When bids were reviewed by staff substantial irregularities were found in the apparent low bidders submittal as well as minor irregularities in the remaining bids. Analysis of these irregularities gave rise to the potential for substantial change orders should certain conditions arise. Staff feels that the potential risk is too high to recommend moving forward with this set of bids. ALTERNATIVE ACTIONS Other alternatives as directed by the Agency. FISCAL IMPACT Funds have been committed by the Santa Clarita Redevelopment Agency in account number S2016901-8001for the implementation of capital projects such as these.
