RESOLUTION ESTABLISHING NO -PARKING ZONES ON
SIERRA HIGHWAY BETWEEN FRIENDLY VALLEY
PARKWAY AND RAINBOW GLEN DRIVE

RECOMMENDED ACTION
City Council adopt a resolution establishing no -parking zones along the east curb of Sierra
Highway, extending 1,100 feet northerly from Rainbow Glen Drive to the existing no -stopping
zone located 940 feet south of Friendly Valley Parkway, and along the west curb of Sierra
Highway, extending 1,500 feet southerly from Friendly Valley Parkway to a point 550 feet north
of Rainbow Glen Drive.
BACKGROUND
Staff has received several complaints from residents concerning the increase of large semitrucks
parked along Sierra Highway between Friendly Valley Parkway and Rainbow Glen Drive.
Residents have noted an increase in noise and safety concerns from these vehicles.
Staff contacted the adjacent residential developments and reviewed the current on -street parking
demands in the area. The proposed parking restrictions will allow for those current demands. The
adjacent residential developments indicated their support for the proposed no -parking zones.
Staff will review the area after the new restrictions are posted to assure effectiveness and that the
parking needs of the community are met.
This portion of Siena Highway is within the California Department of Transportation (Caltrans)
jurisdiction. As required by Section 22506 of the California Vehicle Code, staff submitted the
requested no -parking zones to Caltrans and received their written approval on July 25, 2007, for
the establishment of the restrictions.

ALTERNATIVE ACTIONS
1. Keep existing situation as is.
2. Other action as determined by the City Council.
FISCAL IMPACT
The work involves the installation of approximately 25 no -parking signs, amounting to
approximately $2,000. Adequate funds for this work are available in the Streets Signing and
Striping Maintenance Account No. 14504-5111.010.

RESOLUTION NO. 07-
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA CLARITA, CALIFORNIA,TO ESTABLISH A NO -PARKING ANYTIME
ZONE ALONG THE EAST AND WEST CURB LINES OF SIERRA HIGHWAY
EXTENDING APPROXIMATELY 1,100 FEET FROM RAINBOW GLEN DRIVE
NORTHERLY TO THE EXISTING NO -PARKING ANYTIME ZONE AND EXTENDING
APPROXIMATELY 1,500 FEET FROM FRIENDLY VALLEY PARKWAY SOUTHERLY
TO THE EXISTING NO -PARKING ANYTIME ZONE
WHEREAS, Section 22506 of the California Vehicle Code of the State of California
states that local authorities may by ordinance or resolution prohibit or restrict the stopping,
standing, or parking of vehicles on a state highway in their respective jurisdictions if the
ordinance or resolution is first submitted to and approved in writing by the Department of
Transportation, except that where maintenance of any state highway is delegated by the
Department of Transportation to a city, the department may also delegate to the city the powers
conferred on the department.
WHEREAS, requests were made to establish approximately 1,100 feet of no -parking
anytime zone along the east curb line of Sierra Highway extending from Rainbow Glen Drive
northerly to the existing no -stopping anytime zone located 940 feet south of Friendly Valley
Parkway; and
WHEREAS, requests were made to establish approximately 1,500 feet of no -parking
anytime zone along the west curb line of Sierra Highway extending from Friendly Valley
Parkway southerly to a point 550 feet north of Rainbow Glen Drive; and
WHEREAS, the Department of Transportation has approved in writing the requested
no -parking zones; and
WHEREAS, it is consistent with normal traffic engineering practices to establish
no -parking anytime zones on public roadways.
NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as
follows:
SECTION 1. That a no -parking anytime zone along the east curb line of Sierra Highway
extending approximately 1,100 feet from Rainbow Glen Drive northerly to the existing
no -stopping anytime zone located 940 feet south of Friendly Valley Parkway shall be established.
SECTION 2. That a no -parking anytime zone along the west curb line of Sierra Highway
extending approximately 1,500 feet from Friendly Valley Parkway southerly to a point located
550 feet north of Rainbow Glen Drive shall be established.
SECTION 3. That the no -parking anytime zone shall apply when appropriate signs giving
adequate notice thereof have been placed as described in Section I and Section 2.
SECTION 4. The staff shall install the necessary signs to effect this resolution.
SECTION 5. The City Clerk shall certify to the adoption of this Resolution.
